Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Anzelini led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Elmore, Councilor Greenwood, Councilor Coumbs, Councilor Barnes, Councilor Anzelini and Councilor Vogt.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Roger Keech, Lewis County Quarter Milers, addressed the Council and presented the City with certificates of appreciation for their help with the Hub City Car Show.

Gordon MacLeod-Koreis, CDA, addressed the Council and updated them on the progress of the downtown design and flower baskets.

Judy Bell, Centralia, addressed the Council and thanked the City for assisting in the placement of the electronic sign on 1-5 regarding the northbound exits of Centralia.

3. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund addressed the Council and updated the public on sandbags and emergency preparedness.

4. Reports

Councilor Greenwood - had no report.

Councilor Barnes - reported she attended the tree lighting, Entrance Audit, College Band Concert and visited the Artrails Gallery.

Councilor Vogt - reported he attended a movie at the Fox Theatre, the CDA meeting and thanked Councilor Anzelini for serving the City of Centralia.

Councilor Coumbs - reported he attended the Santa Breakfast, tree lighting, a play at the Evergreen Theatre and has been working on the lights at Borst Park. He thanked staff for all of their hard work with getting the lights and decorations up and thanked Councilor Anzelini for serving the City of Centralia.

Mayor Pro-Tem Elmore - reported he attended Business After Hours, Twin Transit, Entrance Audit and thanked Councilor Anzelini for serving the City of Centralia.

Councilor Anzelini - thanked the City and citizens for his opportunity to serve.

Mayor Canaday - reported she attended the Business After Hours, tree lighting, Santa Breakfast, a movie at the Fox Theatre, Lewis County Transportation and the Entrance Audit. She presented Councilor Anzelini with a plaque in appreciation of his years of service on the City Council.

Emil Pierson - updated the Council on the outdoor pool.

Chief Nielsen - updated the Council on the recent flood event and asked them to approve the resolution declaring a local emergency.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE A RESOLUTION DECLARING A LOCAL EMERGENCY...motion PASSED...7-0.

5. Consent Agenda

a. Voucher Approval for December 8, 2015 #204100, 204110-204251 $1,053,376.82

b. Payroll Approval December 4, 2015 #132174-132233 and direct deposits #28061-28214 $1,224,841.95

c. Consideration of meeting minutes for November 24, 2015

d. Consideration of small works bid Salzer Valley M-1 Upgrade and Courtland Street M-2 Upgrade $116,347.11

e. Consideration of Professional Service Agreement with NISC for Software GAP II Analysis $15,000

COUNCILOR ANZELINI MOVED, SECONDED BY MAYOR PRO-TEM ELMORE TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of a Purchase and Sale Agreement for the J n L Building

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE A PURCHASE AND SALE AGREEMENT FOR THE J N L BUILDING...@

Mr. Hill reviewed the agreement with the City Council and audience. Twin Transit Director Rob LaFontaine addressed the Council and explained their proposed project for the Regional Transfer Center.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

7. Consideration of a Municipal Stormwater Capacity Grant

COUNCILOR COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE MUNICIPAL STORMWATER CAPACITY GRANT...motion PASSED...7-0.

8. Consideration to cancel the December 22, 2015 City Council meeting and authorize the Finance Committee to approve the vouchers for such date

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR BARNES, TO CANCEL THE DECEMBER 22, 2015 CITY COUNCIL MEETING AND AUTHORIZE THE FINANCE COMMITTEE TO APPROVE THE VOUCHERS FOR SAID DATE...motion PASSED...7-0.

9. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b). Expected to last approximately 10 minutes with action to be taken after.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR GREENWOOD, TO ADJOURN TO EXECUTIVE SESSION AT 7:40 PM TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B), EXPECTED TO LAST 10 MINUTES WITH ACTION TO BE TAKEN AFTER...motion PASSED...7-0.

The Executive Session was brought to order at 7:50 pm. The Executive Session was adjourned at 8:00 pm.

COUNCILOR ANZELINI MOVED, SECONDED BY COUNCILOR COUMBS, TO DIRECT STAFF TO OFFER LEWIS COUNTY $2,458.71 FOR THE PURCHASE OF PARCEL #002780-001-008 AND AUTHORIZE THE CITY MANAGER TO SIGN THE PURCHASE DOCUMENTS...motion PASSED...7-0.
