City Clerk Deena Bilodeau called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Abbarno led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Elmore, Councilor Barnes, Councilor Vogt and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Brent Neff, Centralia, addressed the Council and spoke on stormwater issues at his residence.

3. Presentation

a. AWC Certificate for Municipal Leadership Designation to John Elmore-

Tonia Sugarman, Director of Education

Ms. Sugarman presented Councilor Elmore with his certificate.

b. Flood Authority Update - Ron Averill

Col. Averill addressed the Council and updated them on Flood Authority issues.

4. Reports

Councilor Greenwood - reported he attended the Lewis County Historical Museum Board meeting.

Councilor Barnes - reported she attended the Chamber Banquet and a Save the Outdoor Pool fundraiser.

Councilor Vogt - reported he attended the Chamber Banquet and spoke on a possible ordinance regarding the control of fireworks due to extreme weather conditions. 

Mayor Pro-Tem Coumbs - reported he attended the Southwest Washington Disposal District meeting and noted that he is the new Interim Director of the Southwest Washington Fair. He added that he and the City Manager are sitting on the Trans Alta Weatherization Committee and spoke on an upcoming Recycling event.

Councilor Elmore - reported he attended the Chamber Banquet and the Twin Transit Board meeting.

Councilor Abbarno - reported he attended the Chamber Banquet and the Olympia Master Builders meeting.

Mayor Canaday - reported she attended the Chamber Banquet, Riverside Fire Authority, Centralia Downtown Association, Save the Outdoor Pool fundraiser and the Workshop with the Centralia Downtown Association.

Kahle Jennings - updated the Council on the composting program.

Rob Hill - announced the retirement of the Finance Director Pam Nelson and introduced the new Finance Director Bret Brodersen.

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0. 

6. Consideration of 2016/2017 City Council Committee Appointments

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE 2016/2017 CITY COUNCIL COMMITTEE APPOINTMENTS...motion PASSED...6-1 (Councilor Elmore).

7. Public Hearing and consideration of a Resolution adopting the 2016 Lewis County Mulit-Jurisdictional Hazard Mitigation Plan

Mayor Canaday opened the public hearing at 7:52 pm.

Community Development Director Emil Pierson explained the process and the plan to the Council and audience. There being no public comment,

Mayor Canaday closed the public hearing at 7:56 pm.

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE A RESOLUTION ADOPTING THE 2016 LEWIS COUNTY MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN...motion PASSED...7-0.

8. Consideration of a resolution setting a public hearing date of February 9, 2016 to discus assumption of control of the TBD by the Centralia City Council

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE A RESOLUTION SETTING A PUBLIC HEARING DATE OF FEBRUARY 9, 2016 TO DISCUSS THE ASSUMPTION OF CONTROL OF THE TBD BY THE CENTRALIA CITY COUNCIL....

City Attorney Shannon Murphy-Olson updated the Council on new legislation that authorizes the assumption of control over a TBD by a city or county with the same boundaries as the TBD. She added that this is the first step in the process.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

9. Consideration on first reading of an ordinance amending CMC Chapter 2.58.040 Historic Preservation Commission Term Limits

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING CMC CHAPTER 2.58.040 HISTORIC PRESERVATION COMMISSION TERM LIMITS...motion PASSED...7-0. 

10. Consideration on first reading of an ordinance amending the 2016 Budget

COUNCILOR JOHN ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2016 BUDGET...

Finance Director Pam Nelson reviewed the proposed changes with the Council.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

Adjournment

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD , TO ADJOURN THE MEETING AT 8:18 PM...motion PASSED...7-0.
