Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Barnes led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Elmore, Councilor Barnes, Councilor Vogt and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund updated the Council and audience on Lewis County issues and events.

b. Proposed Sports Commission - Todd Chaput

Mr. Chaput addressed the Council and spoke on a proposed Sports Commission that has been explored for the Centralia and Chehalis areas.

4. Reports

Councilor Greenwood - had no report.

Councilor Barnes - reported she attended a Friends of the Seminary Hill meeting, Lewis County Business Showcase and the Boy Scouts Awards night.

Councilor Vogt - reported he attended a Workshop with the Centralia Downtown Association and the Chamber Forum.

Mayor Pro-Tem Coumbs - reported he has been appointed as the Interim Manager for the Southwest Washington Fair and he commended the Centralia Downtown Association on the improvements to downtown.

Councilor Elmore - reported he attended the Lewis County Business Showcase, the Chamber Forum and a PFD meeting.

Councilor Abbarno - reported he attended the Workshop with the Centralia Downtown Association, Friends Seminary Hill meeting, Lewis County Business Showcase, EDC, Boy Scouts Award night and the Centralia College Foundation economic report meeting,

Mayor Canaday - reported she attended the Workshop with the Centralia Downtown Association, North Lewis County Industrial Access meeting, ribbon cuttings, RFA, EDC, SWWCA, Boy Scouts Awards dinner and Rotary.

Chief Nielsen - updated the Council on changes in the Hearings Examiner and noted that the contract was on the Consent Agenda tonight.

Rob Hill - noted that he was very supportive of exploring a Sports Commission.

City Clerk Deena Bilodeau - announced Historic Preservation Commission openings.

5. Consent Agenda

a. Voucher Approval for February 9, 2016 #204845-204983 $579,273.47

b. Payroll Approval February 5, 2016 #132335-132422 and direct deposit #28556-28707 $1,251,659.90

c. Consideration of meeting minutes for January 26 & 27, 2016

d. Consideration of Change Order #1 & Final Acceptance-May Street M4/M5 Feeders $162,551.50

e. Consideration of Final Acceptance-Davis Hill Water Reservoir Repainting $278,652.24

f. Consideration of Consultant Services Agreement-General Sewer and Facility Plan $191,400

g. Consideration of Consultant Services Agreement-WWTP Server Operating Upgrade $37,200

h. Consideration of a contract with Jim Buzzard for Title 69 & Title 10 Hearings Examiner

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of Agreement with Verizon for Cell Tower at Borst Park

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ELMORE, TO CONSIDER AN AGREEMENT WITH VERIZON FOR A CELL TOWER IN BORST PARK...

Community Development Director Emil Pierson addressed the Council and reviewed the agreement detailing two options for the placement of the tower.

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO AMEND THE MOTION TO INCLUDE THE PLACEMENT OPTION OF THE ARBORETUM SITE WITH THE CONDITIONS DETAILED...motion PASSED...6-1 (Councilor Vogt).

Mayor Canaday called for a vote on the main motion as amended...motion PASSED...7-0.

7. Public Hearing regarding the City Council assumption of rights, powers, functions and obligations of the Transportation Benefit District (TBD)

Mayor Canaday opened the public hearing at 8:04 pm.

There being no public comment,

Mayor Canaday closed the public hearing at 8:04 pm.

8. Consideration on first reading of an ordinance giving the City Council the authority to assume the rights, powers, functions and obligations of the Transportation Benefit District

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING AN ORDINANCE GIVING THE CITY COUNCIL THE AUTHORITY TO ASSUME THE RIGHTS, POWERS, FUNCTIONS AND OBLIGATIONS OF THE TRANSPORTATION BENEFIT DISTRICT...motion PASSED...7-0.

9. Consideration on second reading of an ordinance amending CMC Chapter 2.58.040 Historic Preservation Commission Term Limits

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CMC CHAPTER 2.58.040 HISTORIC PRESERVATION COMMISSION TERM LIMITS...motion PASSED...7-0.

10. Consideration of a resolution authorizing the Historic Preservation Commission to change the term limits within their by-laws

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE A RESOLUTION AUTHORIZING THE HISTORIC PRESERVATION COMMISSION TO CHANGE THE TERM LIMITS WITHIN THEIR BY-LAWS...motion PASSED...7-0.

11. Consideration on second reading of an ordinance amending the 2016 Budget

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2016 BUDGET...motion PASSED...7-0.
