Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Mayor Pro-Tem Coumbs led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Elmore, Councilor Barnes, Councilor Vogt and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Teva Youngblood, CDA, addressed the Council and spoke on Flower Basket fundraising.

Karen Miltenberger, Centralia, addressed the Council and spoke on a variety of illegal issues in the downtown area.

Timothy Haiducek & Aaron Rollins, addressed the Council and spoke on issues at the train depot.

Dawn Lawson, Centralia, addressed the Council and spoke on issues at the train depot.

Kathy Powell, Centralia, addressed the Council and spoke on issues at the bus stop at the train depot.

Carla Hollinger, Centralia, addressed the Council and spoke on the issues at the train depot.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill updated the Council and audience on Flood Authority issues.

b. Indoor Pool Liner Update - CSD Matt McCauley

Mr. McCauley and Phil Iverson addressed the Council and updated them on the Indoor Pool liner. The estimated cost to replace the main pool liner was $184,309, and that is the recommendation of the School District.

4. Reports

Councilor Greenwood - reported he attended a Lewis County Historical Museum meeting.

Councilor Barnes - reported she attended the Workshop on streets and an Altrusa dinner.

Councilor Vogt - reported he attended the Workshop on streets, the CDA meeting and spoke on a new art gallery coming to downtown.

Mayor Pro-Tem Coumbs - reported he attended a Southwest Washington Air Control meeting and spoke on fair issues.

Councilor Elmore - reported he attended the Business After Hours, Twin Transit Board meeting and the Workshop on the streets. He spoke on a possible change to the placement of the cell tower in Borst Park, the Centralia Station and the Sports Commission.

Councilor Abbarno - reported he attended the Workshop on streets, a ribbon cutting at Visiting Nurses, Centralia College Open House and the United Way Health Fair. He added that he wanted to see the issues at the train station resolved.

Mayor Canaday - spoke on the issues at the train station.

Chief Nielsen, Commander Denham and RFA Chief Mack - updated the Council on the Nuisance Abatement Work Group.

c. Consideration of meeting minutes for February 9, 2016

e. Consideration of Prof. Services Agreement-Tauscher Appraising $1000

f. Consideration of Water Department Security Upgrade $10,000

g. Consideration of Change Order #2 Prof. Services Contract with Accent Business Services $20,000

h. Consideration of a Consultant Contract -May St. Storage Phase 2 $2000

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0

6. Consideration on second reading of an ordinance giving the City Council the authority to assume the rights, powers, functions and obligations of the Transportation Benefit District

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON SECOND READING AN ORDINANCE GIVING THE CITY COUNCIL THE AUTHORITY TO ASSUME THE RIGHTS, POWERS, FUNCTIONS AND OBLIGATIONS OF THE TRANSPORTATION BENEFIT DISTRICT...motion PASSED...7-0.@
