Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Greenwood led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Elmore, Councilor Barnes, Councilor Vogt and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Bart Ricks, Centralia, addressed the Council and invited them to an Easter Day Celebration at the Church of Jesus Christ of Latter-Day Saints in Chehalis at 6:00 pm.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill addressed the Council and updated them on Flood Authority issues.

4. Reports

Councilor Greenwood - reported he attended a Lewis County Historical Museum meeting and the Council Retreat.

Councilor Barnes - reported she attended the Fox Theatre Volunteer Night, Dance Festival at the College and Business After Hours.

Councilor Vogt - reported he attended a CDA meeting, Chamber Forum, Council Retreat, Fox Theatre Finance meeting and the Fox Theatre Volunteer Night.

Mayor Pro-Tem Coumbs - reported he attended the Fox Theatre volunteer Night, Two-Town Tooners and noted that the Spring Youth Fair would be April 29 - May 1, 2016.

Councilor Elmore - reported he attended the Chamber Forum, Council Retreat, CDA Town Hall meeting and the United Way Poverty Conference.

Councilor Abbarno - reported he attended the Lewis County Bar Legal Aid fundraiser, Centralia College Foundation Night, Master Builders, Run Amok 5 k race, Bethel Church Egg Hunt and the CDA Town Hall meeting.

Mayor Canaday - reported she attended the .09 Committee meeting, Council Retreat, spoke at Centralia College, Business After Hours, Two Town Tooners, Tacoma Rail, Lewis County Transportation, Lewis County Fire and a Social Media class.

Rob Hill - reported on the Tacoma Rail meeting.

5. Consent Agenda

c. Consideration of meeting minutes for March 8, 2016

f. Consideration of Consultant Contract-May St Storage Building Electrical Design $6,000

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of Mayor's re-appointment of Jordan Peabody and Daniel LaPlaunt to the Historic Preservation Commission and Todd McCann to the Planning Commission

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE MAYOR'S RE-APPOINTMENT OF JORDAN PEABODY AND DANIEL LAPLAUNT TO THE HISTORIC PRESERVATION COMMISSION AND TODD MCCANN TO THE PLANNING COMMISSION...7-0.

7. Consideration of Indoor Pool Liner funding

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO CONSIDER THE INDOOR POOL LINER FUNDING...

Emil reviewed the proposal with the Council and audience. After brief discussion and a suggestion of a Workshop in the future,

Mayor Canaday called for a vote on the motion...motion PASSED...6-1 (Councilor Barnes).

8. Consideration on first reading of an ordinance amending CMC Section 10.50.040 - Unlawful Bus Conduct

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING OF AN ORDINANCE AMENDING CMC SECTION 10.50.040 - UNLAWFUL BUS CONDUCT...motion passed...7-0.

9. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b). Expected to last approximately 20 minutes with nothing to report after.

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO GO INTO EXECUTIVE SESSION AT 8:05 PM TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B), EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 8:13 pm and adjourned at 8:33 pm.
