Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Nole Layton, upcoming Eagle Scout, led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Elmore, Councilor Barnes, Councilor Vogt and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Proclamations

a. Sexual Assault Awareness Month

Mayor Canaday read the proclamation into the record and Dave Eatwell accepted it on behalf of the Human Response Network.

b. Arbor Day in Centralia

Mayor Canaday read the proclamation into the record and Emil Pierson accepted it.

4. Presentation

a. Sierra Pacific Summerfest Breakfast Donation

Lisa Perry, Sierra Pacific, addressed the Council and stated that they were proud to present the City of Centralia with a $1500 donation for the Summerfest breakfast.

b. Lewis County Update - Commissioner Fund

Commissioner Fund and Melanie Case addressed the Council and spoke on County issues.@

c. Solid Waste Disposal District No. 1 Update - Tim Elsea

Mr. Elsea addressed the Council and updated them on the Solid Waste Disposal District and added that he will be back before the Council asking the City to sign a new agreement.

5. Reports

Councilor Greenwood - had no report.

Councilor Barnes - reported she was out of town.

Councilor Vogt - reported he attended a CDA Planning meeting and the Chamber Forum.

Mayor Pro-Tem Coumbs - reported he attended a Solid Waste meeting and has been working on the Spring Youth Fair and Summerfest.

Councilor Elmore - reported he attended the Goodwill ribbon cutting and the Chamber Forum. He requested an update on issues with the Port of Centralia and asked that an item be on the next agenda regarding the Dave Williams development on Cooks Hill Rd.

Councilor Abbarno - reported he attended lunch with the Secretary of State, Goodwill Ribbon Cutting and the Centralia Little League opening.

Mayor Canaday - reported she attended a RFA meeting, Tower Family Memorial, Library Board meeting, Chehalis Basin Partnership, Southwest Regional Transportation, Mayor and Commissioners meeting, Goodwill Ribbon Cutting, Sertoma and Southwest Washington Air Control.

6. Consent Agenda

a. Voucher Approval for April 12, 2016 #205560, 205572-205772 $1,533,733.35

b. Payroll Approval for April 5, 2016 #132517-132582

c. Consideration of meeting minutes for March 22, 2016

d. Consideration of a small works bid award - Street Department Fencing $17,326.48

e. Consideration of a small works bid award - Police and Fire Training Center Fencing $14,034.32

COUNCILOR COUMBS MOVED, SECONDED COUNCILOR VOGT, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.@

7. Consideration of a Professional Service contract for Engineering Support for City Light

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD TO CONSIDER A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SUPPORT FOR CITY LIGHT...

City Light Director ML Norton addressed the Council and reviewed the engineering support contract for the Salzer Substation design, Salzer Transmission Line, May Street Transmission and other as needed engineering.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

8. Consideration to open the Comprehensive Plan for modification to the Land Use Map and to accept requests to amend the Zoning Ordinance and Map to conform with the Comprehensive Plan for modification to the Land Use Map

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO OPEN THE COMPREHENSIVE PLAN...

Community Development Director Emil Pierson addressed the Council and stated that there have been requests to amend the Comprehensive Plan and Zoning Ordinance and this is before Council to decide whether or not to open it up for consideration of any changes.

Mayor Canaday called for a vote on the motion... motion PASSED...7-0.

9. Consideration on first reading of an ordinance adopting the WSDOT 2016 Standard Specifications for Road, Bridge and Municipal Construction

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE ADOPTING THE WSDOT 2016 STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION...motion PASSED...7-0.

10. Consideration on second reading of an ordinance amending CMC Section 10.50.040 - Unlawful Bus Conduct

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING CMC SECTION 10.50.040 - UNLAWFUL BUS CONDUCT...motion passed...7-0.
