Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Vogt led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Councilor Greenwood, Councilor Elmore, Councilor Barnes, Councilor Vogt and Councilor Abbarno.

Absent: Mayor Pro-Tem Coumbs.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Jean Bluhm, Chehalis, addressed the Council and spoke on the Borst Home.

Meri Hamre & Sue Luond, Title Guaranty, addressed the Council and stated that they were donating $5,000 to the STOP and Swim group.

3. Presentation

a. Introduction of Officer Dorff

Chief Nielsen addressed the Council and introduced Officer Dorff.

b. Flood Authority Update - Ron Averill

Col. Averill addressed the Council and updated them on Flood Authority issues.

4. Reports

Councilor Greenwood - reported he attended the Finance Committee meeting, Lewis County Historical Museum and spoke on upcoming fundraisers.

Councilor Barnes - reported she attended the Finance Committee meeting, a rally for the Veterans Museum and spoke on the transportation tax.@

Councilor Vogt - reported he attended the CDA meeting, the Rectangle Art Gallery Opening, a play at the Evergreen Playhouse and noted his appreciation for all the citizens who volunteer.

Councilor Elmore - reported he attended a Twin Transit meeting, Home and Garden Show, EDC Luncheon, Earth Day event and Rotary.

Councilor Abbarno - reported he attended the Lawn and Garden Show, Earth Day event, Chamber Forum, Finance Committee meeting, Adopt a Block meeting and the Country Chicks event.

Mayor Canaday - reported she attended the EDC Luncheon, Lawn and Garden Show, Lewis County Gospel Mission dinner, Lewis County Transportation meeting, Rectangle Art Gallery opening and the Jimmy Ritchie concert.

Emil Pierson - announced that the will be a ribbon cutting at Rotary Riverside Park on May 9th at 5:00 pm for the playground project.

5. Consent Agenda

a. Voucher Approval for April 26, 2016 #205773, 205805-205973 $1,006,016.91

b. Payroll Approval for April 20, 2016 #132583-132596 and direct deposits #29194-29282 $121,140.00

c. Consideration of meeting minutes for April 12, 2016

d. Consideration of Prof. Service Agreement-Mt. View Locating Services $45,000

COUNCILOR ELMORE MOVED, SECONDED COUNCILOR GREENWOOD, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Consideration of Final Plat of Stillwater's Estate Planned Unit Development

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO CONSIDER THE FINAL PLAT OF STILLWATER'S ESTATES PLANNED UNIT DEVELOPMENT...

Mr. Pierson addressed the Council and reviewed the background and th process of the planned unit development. He noted that staff was in favor of the development.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

7. Consideration of cost sharing with the Centralia School District for Indoor Pool Liner Replacement

Community Development Director Emil Pierson addressed the Council and updated them on the pool liner. No action taken at this time.

8. Consideration of a resolution regarding Federal Land and Water Conservation Program Grant

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE A RESOLUTION REGARDING FEDERAL LAND AND WATER CONSERVATION PROGRAM GRANT...

Mr. Pierson addressed the Council and reviewed the background pertaining to the grant. Members of the STOP and Swim group spoke in favor of the resolution.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

9. Consideration of a resolution regarding the Washington Wildlife Recreation Program

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE A RESOLUTION REGARDING THE WASHINGTON WILDLIFE RECREATION PROGRAM GRANT...motion PASSED...6-0.

10. Consideration of a resolution supporting Twin Transit's request for State or Federal Funds

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE A RESOLUTION SUPPORTING TWIN TRANSIT'S REQUEST FOR STATE OR FEDERAL FUNDS...motion PASSED...6-0.

11. Consideration on second reading of an ordinance adopting the WSDOT 2016 Standard Specifications for Road, Bridge and Municipal Construction

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE ON SECOND READING AN ORDINANCE ADOPTING THE WSDOT 2016 STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION...motion PASSED...6-0.
