Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Councilor Abbarno led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Elmore, Councilor Barnes, Councilor Vogt and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Proclamations

a. Public Works Week

Mayor Canaday read the proclamation into the record and Kim Ashmore accepted it on behalf of the City of Centralia.

b. City of Centralia Historic Preservation Month

Mayor Canaday read the proclamation into th record and Daniel LaPlant and Jordan Peabody accepted it on behalf of the Centralia Historic Preservation Commission. They spoke on upcoming events.

4. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund addressed the Council and updated them on County events.

5. Reports

Councilor Greenwood - had no report.

Councilor Barnes - reported she attended the Mt. Vista/Borst Ave Public Forum, an Art Gallery opening, Riverside Park ribbon cutting and spoke on issues at the depot.

Mayor Pro-Tem Coumbs - reported he attended the Spring Youth Fair and the Anderson's Fabrication Open House. He added that he is currently working on Summerfest.

Councilor Vogt - reported he attended the CDA meeting, a movie at the Fox Theatre, Farmers Market, Mt. Vista/Borst Ave Public Forum and spoke on the County flag.

Councilor Elmore - reported he attended the Chamber lunch, School District Facilities Master Plan meeting, Mt. Vista/Borst Ave Public Forum, volunteered at the Sports Hub and asked that the interlocal be in place soon for the Sports Commission.

Councilor Abbarno - reported he attended the Hub City Mission, the Raise for Rowyn 5K run, LC Legal Aid lunch, Mt. Vista/Borst Ave Public Forum, Chamber lunch and the Ribbon Cutting at Riverside Park.

Mayor Canaday - reported she attended the Gospel Mission, Farmers Market Ribbon Cutting, Anderson's Fabrication Open House Southwest Washington Air Control, Sertoma, Lyle Hoiam memorial, Mt. Vista/Borst Ave Public Forum, Ribbon Cutting at Riverside Park, School District Master Planning meeting and the Salvation Army banquet.

Kim Ashmore - reported on the Touch-a-Truck event.

Emil Pierson and Hillary Hoke - reported on Railway Quiet Zones.

COUNCILOR ELMORE MOVED, SECONDED COUNCILOR GREENWOOD, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

7. Consideration of adoption of the 2016 City Council Strategic Priorities

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO ADOPT THE 2016 CITY COUNCIL STRATEGIC PRIORITIES...motion PASSED...7-0.

8. Consideration of amending the Design and Development Guidelines

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO CONSIDER AMENDING THE DESIGN AND DEVELOPMENT GUIDELINES...

Community Development Director Emil Pierson reviewed the past history of the guidelines from 2008 to present/ Council discussion followed. It was clarified prior to the vote that the intention was to make no amendments to the guidelines.

Mayor Canaday called for a vote on the motion...motion PASSED...6-1 (Councilor Elmore).

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR GREENWOOD, TO ADJOURN THE MEETING AT 8:28 PM...motion PASSED...7-0.
