Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Barnes led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Elmore, Councilor Barnes, Councilor Vogt and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE THE AGENDA WITH THE AMENDMENT OF ADDING CHECK #206388 IN THE AMOUNT OF $114,297.54 TO THE VOUCHERS ON THE CONSENT AGENDA...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Ross Olson, Friends of Seminary Hill Natural Area, addressed the Council and updated them on the natural area.

John Penberth, PeEll, addressed the Council and spoke in favor of the Centralia Community Foundation.

Jieres Saade, Rochester, addressed the Council and noted his concern to one of his renters getting their power turned back on while still owing past bills.

3. Presentation

a. Special Olympics Update - Ruben Ramirez

Officer Ramirez updated the Council and audience on Special Olympics events.

b. Flood Authority Update - Ron Averill

Col. Averill updated the Council on Flood Authority issues.

4. Reports

Councilor Greenwood - reported he attended a Lewis County Industrial Access Meeting and the Lewis County Historical Museum meeting.

Councilor Barnes - reported she attended a tour of the Borst Home & Schoolhouse.

Mayor Pro-Tem Coumbs - reported he attended the Solid Waste Advisory Committee tire event and the Downtown Tour with Dan Duffy.

Councilor Vogt - reported he attended the Business After Hours, a movie at the Fox Theatre and the Council Workshop.

Councilor Elmore - reported he attended Business After Hours, Twin Transit, the Council Workshop and a Master Facilities meeting for the School District.

Councilor Abbarno - reported he attended the Council Workshop, a CDA meeting, Centralia College 5k, Master Gardeners and Business After Hours.

Mayor Canaday - reported she attended the Downtown Tour with Dan Duffy, RFA, Lewis County Fire Association, Altrusa events, fastpitch games and the Council Workshop.

Kim Ashmore - reported on the Drain Dare Truck.

Rob Hill - noted he had been working with the Bethel Downtown Church on a youth bike repair project.

a. Voucher Approval for May 24, 2016 #206166, 206174-206368, 206388 $1,687,897.84

b. Payroll Approval May 20, 2016 #132665-132678 and direct deposits #29437- 29526 $122,665.00

c. Consideration of meeting minutes for May 10, 2016

d. Consideration of Change Order #1 and Final Acceptance Customer Service Center Interior Painting $2,819.02

e. Consideration of Small Works Bid 2016 Tree Removal $7,465.80

f. Consideration of Small Works Bid Wastewater Treatment Plant Stormwater Pond Repair $23,177.00

g. Consideration of Final Acceptance Small Works Fence Repair $573.46

h. Consideration of Final Acceptance Small Works Line Clearance Tree Trimming $101,111.93

COUNCILOR GREENWOOD MOVED, SECONDED COUNCILOR ABBARNO, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of Mayor's appointments of Sara Light-Waller and Euteva (Teva) Youngblood to the Historic Preservation Commission

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE MAYOR'S APPOINTMENTS OF SARA LIGHT-WALLER AND EUTEVA (TEVA) YOUNGBLOOD TO THE HISTORIC PRESERVATION COMMISSION...motion PASSED...7-0.

7. Consideration of an Interlocal Agreement with Lewis County for Chip Seal Services

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR COUMBS, TO APPROVE AN INTERLOCAL AGREEMENT WITH LEWIS COUNTY FOR CHIP SEAL SERVICES...motion PASSED...7-0.

8. Consideration to authorize staff to move forward with the formation of a Centralia Community Foundation

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO AUTHORIZE STAFF TO MOVE FORWARD WITH THE FORMATION OF A CENTRALIA COMMUNITY FOUNDATION...

City Manager Rob Hill and Chehalis Foundation member John Diefendorf reviewed the process to date for the Council. Mr. Hill noted that with the authorization to move forward, a $20,000 contribution by the City would need to be made to jump start the process and show that the City is committed.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

9. Consideration of a resolution declaring certain personal property to be surplus

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS...motion PASSED...7-0.

10. Consideration on first reading of an ordinance amending the 2016 Budget

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2016 BUDGET...@

Finance Director Bret Broderson reviewed the amendments with the Council. Brief discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.
