Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Elmore led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Barnes, Councilor Vogt, Councilor Elmore and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Alfred Falcon, Centralia, addressed the Council and noted his opposition to the residents in the affected area of the Scott Horner project having to pay mandated sewer hook-up fees.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill updated the Council on Flood Authority issues.

4. Reports

Councilor Elmore - reported he attended the AWC Conference.

Councilor Greenwood - reported he attended the Lewis County Historical Museum meeting.

Councilor Barnes - reported she attended the AWC Conference and the Car Show.

Mayor Pro-Tem Coumbs - reported he attended the AWC Conference, Solid Waste Advisory Committee, the Car Show and spoke on Summerfest activities. He thanked the Centralia Downtown Association for the flower baskets.

Councilor Vogt - reported he attended the AWC Conference and spoke on the Summerfest parade.

Councilor Abbarno - reported he attended the Olympia Master Builders meeting and the United Way Chef's Out. He added that he was appointed to the Boy's and Girl's Club Board and requested that the City Manager look into another Borst Ave/Mt. Vista Rd Workshop and another review of the Design and Development Guidelines.

Mayor Canaday - had no report.

Emil Pierson - reported on the Borst Blockhouse and the Golf Course.

Rob Hill - updated the Council on the Centralia Community Foundation.

5. Consent Agenda

a. Voucher Approval for June 28, 2016 #206595, 206645-206646, 206667-206878 $861,701.23

b. Payroll Approval June 20, 2016 #132755-132767 and direct deposits #29682-29770 $131,240.00

c. Consideration of meeting minutes for June 14, 2016

d. Consideration of small works bid-Parks Maintenance Bldg. $24,249.05

e. Consideration of final acceptance-Computer Training Room Remodel $148,153.73 f. Consideration of small works bid award-Yelm Penstock #1 repainting $75,492.15 g. Consideration of Seminary Hill Reservoir Property Purchase $61,000

MAYOR PRO-TEM COUMBS MOVED, SECONDED COUNCILOR VOGT, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Public hearing related to surplus property

Mayor Canaday opened the public hearing at 8:03pm.

There being no public comment,

Mayor Canaday closed the public hearing at 8:03 pm.

7. Consideration of a resolution declaring certain personal property surplus

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY SURPLUS...motion PASSED...7-0.

8. Public hearing related to the Six Year Transportation Improvement Program

Mayor Canaday opened the public hearing at 8:04 pm. 

There being no public comment,

Mayor Canaday closed the public hearing at 8:04 pm.

9. Consideration of a resolution related to the Six Year Transportation Improvement Program

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE A RESOLUTION ADOPTING THE SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM...

Kahle Jennings, Public Works Director and Jan Stemkoski, City Engineer reviewed the list of projects with the Council and noted that they suggested adding two Harrison Avenue projects due to possible grants available. It was the consensus of the Council to add those two projects.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

10. Consideration of a resolution setting the intention to establish a Tourism Promotion Area and setting a public hearing to consider the establishment thereof

COUNCILOR VOGT MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE A RESOLUTION OF INTENTION TO ESTABLISH A TOURISM PROMOTION AREA AND SETTING JULY 12, 2016 AT 7:00 PM IN THE COUNCIL CHAMBERS AT CENTRALIA CITY HALL (118 W. MAPLE ST, CENTRALIA WA) AS THE DATE FOR A PUBLIC HEARING TO CONSIDER THE ESTABLISHMENT THEREOF...

Shannon Murphy-Olson, City Attorney, addressed the Council and reviewed the background and process of the establishment of a Tourism Promotion Area. Discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...7-0.

11. Consideration on second reading of an ordinance increasing City Light rates

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 13.04 (HYDROELECTRIC AND LIGHT SYSTEM), SECTIONS 13.04.020 (RESIDENTIAL RATE), 13.04.030 (SMALL GENERAL SERVICE RATE), 13.04.035 (MEDIUM GENERAL SERVICE RATE), 13.04.040 (LARGER GENERAL SERVICE RATE), 13.04.060 (PUBLIC STREET LIGHTING RATE), 13.04.061 (SECURITY LIGHTING RATE), 13.04.065 (EFFECTIVE DATES OF RATES) AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH... 

M.L. Norton, City Light Director and Angie Sanchez, FCS Group reviewed the concerns that were brought up at the last meeting. Further discussion followed.

Col. Ron Averill, Centralia, addressed the Council and spoke against the rates for customers outside the city limits.

Mayor Canaday called for a vote on the motion...motion PASSED...5-2 (Councilor Abbarno and Councilor Barnes).

12. Consideration on second reading of an ordinance adding CMC 20.04.070 - Chickens, Ducks and other Fowl, Domestic and Wild

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON SECOND READING OF AN ORDINANCE ADDING CMC 20.04.070 - CHICKENS, DUCKS, AND OTHER FOWL, DOMESTIC AND WILD...motion PASSED....6-1 (Mayor Pro-Tem Coumbs).

13. Consideration on second reading of an ordinance amending CMC Chapter 5.98-Fireworks to enact an emergency ban on the discharge of fireworks in the event of extreme weather

COUNCILOR VOGT MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING CMC CHAPTER 5.98 - FIREWORKS TO ENACT AN EMERGENCY BAN ON THE DISCHARGE OF FIREWORKS IN THE EVENT OF EXTREME WEATHER...motion PASSED...7-0.

14. Executive Session to discuss Potential Litigation pursuant to RCW 42.30.110(1)(ii) and Real Estate pursuant to RCW 42.30.110(1) . Estimated to take approximately 30 minutes with nothing to report after

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(ii) AND REAL ESTATE PURSUANT TO RCW 42.30.110(1) ESTIMATED TO TAKE APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.

Adjournment

Mayor Canaday called the Executive Session to order at 9:07 pm. Additional time was needed at 9:37 pm. The Executive Session adjourned at 10:06 pm and Mayor Canaday adjourned the meeting.
