Alfred Falcon, Centralia, addressed the Council and noted his opposition to the residents in the affected area of the Scott Horner project having to pay mandated sewer hook-up fees.

a. Flood Authority Update - Ron Averill
Col. Averill updated the Council on Flood Authority issues.
4. Reports
Councilor Elmore - reported he attended the AWC Conference.
Councilor Greenwood - reported he attended the Lewis County Historical Museum meeting.
Councilor Barnes - reported she attended the AWC Conference and the Car Show.
Mayor Pro-Tem Coumbs - reported he attended the AWC Conference, Solid Waste Advisory Committee, the Car Show and spoke on Summerfest activities. He thanked the Centralia Downtown Association for the flower baskets.
Councilor Vogt - reported he attended the AWC Conference and spoke on the Summerfest parade.
Councilor Abbarno - reported he attended the Olympia Master Builders meeting and the United Way Chef's Out. He added that he was appointed to the Boy's and Girl's Club Board and requested that the City Manager look into another Borst Ave/Mt. Vista Rd Workshop and another review of the Design and Development Guidelines.
Mayor Canaday - had no report.
Emil Pierson - reported on the Borst Blockhouse and the Golf Course.
Rob Hill - updated the Council on the Centralia Community Foundation.

Kahle Jennings, Public Works Director and Jan Stemkoski, City Engineer reviewed the list of projects with the Council and noted that they suggested adding two Harrison Avenue projects due to possible grants available. It was the consensus of the Council to add those two projects.

10. Consideration of a resolution setting the intention to establish a Tourism Promotion Area and setting a public hearing to consider the establishment thereof

Col. Ron Averill, Centralia, addressed the Council and spoke against the rates for customers outside the city limits.
