Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Greenwood led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Barnes, Councilor Vogt, Councilor Elmore and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Donald Keene, Centralia, addressed the Council and spoke against fireworks being set off before and after the designated times.

3. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund updated the Council on County events.

4. Reports

Councilor Elmore - reported he attended the Chamber Forum, Entrance Audit with Twin Transit and Summerfest.

Councilor Greenwood - had no report.

Councilor Barnes - reported she attended Summerfest, Blue Grass Festival in Winlock and the Pioneer Pie Social.

Mayor Pro-Tem Coumbs - reported he attended Summerfest and thanked Staff for all of their hard work.

Councilor Vogt - reported he attended Summerfest, and the Chamber Forum.

Councilor Abbarno - reported he attended Summerfest, the Pioneer Pie Social and the Boys and Girls Club groundbreaking.

Mayor Canaday - reported she attended Summerfest and the Centralia Foundation meeting. She thanked Windermere Realty and Sierra Pacific for their sponsorships to Summerfest.

Emil Pierson and French Wetmore - reported on the Centralia Flood Mitigation Program.

M.L. Norton & Kahle Jennings - reported on the Low Income Senior/Disabled Utility rate and qualifications.

5. Consent Agenda

a. Voucher Approval for July 12, 2016 #206896-207062 $328,935.46

b. Payroll Approval July 5, 2016 #132768-132866 and direct deposits #29771-29923 $1,306,677.59

c. Consideration of meeting minutes for June 28, 2016

d. Consideration of Seminary Hill Reservoir Property Purchase $66,000

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Public hearing on the proposed establishment of a Tourism Promotion Area

City Attorney Shannon Murphy-Olson reviewed the background and process.

Mayor Canaday opened the public hearing at 8:04 pm.

Dale Pullin, Centralia, addressed the Council and spoke in favor of establishing a Tourism Promotion Area.

Jan Nontell, Centralia, addressed the Council and questioned who would be the governing agency. Ms. Murphy-Olson stated it would be the Public Facilities District.

Mayor Canaday closed the public hearing at 8:08 pm.

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR VOGT, TO ADJOURN THE MEETING AT 8:08 PM...motion PASSED 7-0.@
