Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Vogt led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Councilor Greenwood, Councilor Barnes, Councilor Vogt, Councilor Elmore and Councilor Abbarno.

Absent: Mayor Pro-Tem Coumbs.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Teva Youngblood & Holly Phelps, CDA, addressed the Council and spoke on events in downtown.

Cody Wells, Centralia, addressed the Council and spoke on the People 1st Organization and thanked Mayor Canaday for attending one of their meetings.

3. Presentation

a. Flood Authority Update - Ron Averil

Col. Averill updated the Council and audience on the Flood Authority.

4. Reports

Councilor Elmore - reported he attended a Twin Transit meeting and stated that he was interested in finding a way to get visitors of the Sports Complex to filter into the downtown area. He requested information on the golf course and how to proceed and requested a letter of intent be written regarding quiet zones through Centralia.

Councilor Greenwood - reported that the Lewis County Historical Museum would be having a pancake feed on Saturday, July 30th from 8:00 am - 10:00 am.

Councilor Barnes - reported she attended the Visiting Nurses fundraiser, Antique Fest and a memorial at Washington Park.

Councilor Vogt - reported he attended a CDA meeting and thanked Ron Averil for all of his hard work on the Flood Authority.

Councilor Abbarno - reported he attended Antique Fest, Visiting Nurses fundraiser, Boys and Girls Club groundbreaking, Southwest Washington Economic Development meeting and the Seahawk's 12 Tour. He thanked Kim Ashmore, Deena Bilodeau and Scott Chamberlain for there work in setting it all up. He asked for an update on the Code Enforcement process.

Mayor Canaday - reported she attended the Seahawk's 12 Tour, STP, Lewis County Transportation, Lewis County Fire District, Business After Hours, Chehalis Basin Partnership and invited everyone to attend Music in the Park on August 28, 2016 followed by her and Lee's wedding.

Kahle Jennings - reported on the Borst Pedestrian Safety Project.

Emil Pierson - reported on the Skate Park and noted that it has been turned over to the City of Centralia to run and maintain.

5. Consent Agenda

a. Voucher Approval for July 26, 2016 #207096-207096, 207118-207312 and 207320 $1,055,082.24

b. Payroll Approval July 20, 2016 #132867-132881 and direct deposits #29924-30012 $120,065.00

c. Consideration of meeting minutes for July 12, 2016

d. Consideration of Consultant Agreement with GeoEngineers for China Creek Restoration Project $13,600

e. Consideration of Consultant Services Agreement with HDR for On-Call Engineering $75,000

f. Consideration of Professional Services Agreement with Labor Ready for work at Yelm $10,135.60

g. Consideration of Professional Services Agreement Amendment #1 for Specialty Engineering $42,700

h. Consideration of Professional Services Agreement with Custom Coating Consultants LLC for work at Yelm $25,000

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE CONSENT AGENDA WITH THE ADDITION OF A $20,000 CHECK TO THE CENTRALIA FOUNDATION INCLUDED IN THE VOUCHER RUN...motion PASSED...6-0.@
