Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Abbarno led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Barnes, Councilor Vogt, Councilor Elmore and Councilor Abbarno.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED

COUNCILOR BARNES MOVED, SECONDED BY COUNCILOR GREENWOOD, TO AMEND THE AGENDA BY PULLING ITEM 5G...motion PASSED...7-0.

Mayor Canaday called for a vote on the main motion as amended...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Mark Silva, Glenoma, addressed the Council and spoke on homeless housing.

3. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund updated the Council on Lewis County events and issues.

4. Reports

Councilor Abbarno - reported he attended the Centralia College reception for their new President, Borst Avenue Safety meeting and the Chamber Way WSDOT meeting. He noted that the CDA and his law firm will be doing a school supply drive.

Mayor Pro-Tem Coumbs -reported he attended National Night Out and thanked everyone for supporting the fair.

Councilor Vogt - reported he attended a Centralia Downtown Association meeting and a meeting with Twin Transit on how to get visitors to the downtown area.

Councilor Barnes - reported she attended National Night Out and the Chamber Way WSDOT meeting.

Councilor Elmore - reported he attended a meeting that was focused on getting tourist from the Sports Center to downtown, National Night Out, Blueberry Festival, Monster Trucks at the fairgrounds and the Borst Avenue Safety meeting.

Councilor Greenwood - reported he attended the Lewis County Historical Museum meeting.

Mayor Canaday - reported she attended the Chamber Way WSDOT meeting, Borst Avenue Safety meeting, Southwest Washington Air Control meeting, Sertoma, Reliable Enterprises Board meeting, National Night Out, Chehalis City Council Special meeting and the RFA.

Chief Nielsen - introduced Tracy Murphy and Dave Clary as the two new Sergeants.

Shannon Murphy-Olson - updated the Council on the Code Violation process.

Bret Brodersen - updated the Council on the 2016 Budget, the 2017 Budget Calendar and the Lodging Tax process.

5. Consent Agenda

a. Voucher Approval for August 9, 2016 #207340-207490 $446,267.64

b. Payroll Approval August 9, 2016 #132882-132984 and direct deposits #30013-30167 $1,327,563.74

c. Consideration of meeting minutes for July 26, 2016

d. Consideration of traffic striping by Lewis County $7,264.30

e. Consideration of amendment #2 to Pacific Groundwater Group Agreement $26,849 f. Consideration of final acceptance-Gold St. Viaduct to Exhibitor $575,328.96 g. Consideration of annual fee-Web Based School Light Programming System $14,499.78 **Pulled

h. Consideration of small works bid-China Creek Pump Station Concrete Wall $6,331.97

i. Consideration of bid award- 2016 Asphalt Paving $314,299.05

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0. 

6. Public Hearing related to the 2016 Electric Utility Resource Plan

City Light Director M.L. Norton reviewed the plan with the Council and audience.

Mayor Canaday opened the public hearing at 8:19 pm.

Fritz Luderer, Centralia, addressed the Council and noted his disappointment to electric issues.

Mayor Canaday closed the public hearing at 8:21 pm.

7. Consideration to amend the Design and Development Guidelines

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO CONSIDER THE PROPOSED AMENDMENT TO THE DESIGN AND DEVELOPMENT GUIDELINES...

After a brief discussion,

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR COUMBS, TO CHANGE THE WORDING "CITY COUNCIL" TO "HEARINGS EXAMINER"...motion PASSED...6-1 (Councilor Barnes).

Mayor Canaday called for a vote on the main motion as amended...motion FAILED...2-5 (Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Barnes and Councilor Vogt).

8. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1) , Litigation pursuant to RCW 42.30.110(1)(i) and the City Manager's evaluation pursuant to RCW 42.30.110 (1)(g). Expected to last 60 minutes with nothing to report after.

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1) , LITIGATION PURSUANT TO RCW 42.30.110(1)(I) AND THE CITY MANAGER EVALUATION PURSUANT TO 42.30.110(1)(G) EXPECTED TO LAST 60 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 8:55 pm and City Attorney Shannon Murphy-Olson was present. At 9:55 pm it was announced that an additional 30 minutes was needed. The Executive Session was adjourned at 10:25 pm with nothing to report.

Mayor Canaday adjourned the meeting at 10:30 pm.
