2. Comments by the Public on Non Agenda Items
Dean Phillips, Centralia, addressed the Council and requested that the City look into changing stop lights and four way stop intersections to help the flow of traffic in less busy times of the day.
3. Proclamation
a. Recovery Month
Mayor Canaday read the proclamation into the record declaring September as Recovery Month and Janice Housden accepted it.

Bob Willey addressed the Council and spoke on the volunteer Group ARES and the service they provide during emergency situations.
c. Lewis County Update
Commissioner Fund and Danette York updated the Council on County issues.
5. Reports
Mayor Pro-Tem Coumbs - thanked the library and Parks staff for their assistance with his wedding with Mayor Canaday on August 28, 2016.
Councilor Vogt - reported he met with his constituents and they voiced their concern with the Depot area and asked for more police presence in the area.
Councilor Abbarno - spoke on safe driving, the Borst Avenue area and thanked the CDA for their efforts in supplying school supplies to local children.
Councilor Barnes - reported she attended the Lewis County ECC meeting.
Councilor Greenwood - noted he agreed with Mr. Phillips who spoke during citizens comments regarding traffic flow.
Councilor Elmore - reported he attended the Chamber Appreciation lunch and a Commissioners meeting regarding speed limits. He added that he would like to see Centralia lower speed limits in certain areas as well.
Mayor Canaday - reported she attended the ribbon cutting for the Mellen to Blaksley Junction project, the Hub City Car Show and Chamber Appreciation lunch. She requested that the October 25, 2016 City Council meeting be cancelled due to three Council members being out of town.
Susan Faubion - updated the Council on the proposed changes to the Children's Section at the library and asked the City to consider funding a portion of the cost.
Bret Broderson - announced the Budget Workshop that will be held on September 22, 2016 at 6:00 pm.
Scott White - updated the Council on the Fox Theatre restoration.
Rob Hill - reported that Chief Nielsen conducted pedestrian enforcement in the downtown area.
