Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Councilor Abbarno led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Barnes, Councilor Vogt, Councilor Elmore and Councilor Abbarno.

Absent: Councilor Greenwood.

1. Approval of Agenda - As Presented

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA WITH THE ADDITION OF ADDING POTENTIAL LITIGATION PURSUANT TO RCW 42.30.140(1)(i) TO ITEM #13 EXECUTIVE SESSION...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

There were none.

3. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund, Chris Brewer and Melanie Case updated the Council and audience on County issues.

4. Reports

Mayor Pro-Tem Coumbs - reported on Borst Park lights.

Councilor Vogt - reported he attended reported he attended the Tractor Parade and the Chamber Forum.

Councilor Abbarno - reported he attended the Tractor Parade.

Councilor Barnes - reported she attended the Tractor Parade.

Councilor Elmore - reported he attended the Tractor Parade and Business After Hours.@

Mayor Canaday - reported she attended the tree lighting, Chamber Forum, STEM Tour at the High School, Safe Family Ministries and the Mayor/Commissioners meeting.

Bret Broderson - spoke on the 1% Property Tax Levy.

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Consideration of Hotel/Motel Lodging Tax grant fund allocations

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE THE HOTEL/MOTEL LODGING TAX GRANT FUND ALLOCATION AS PRESENTED...

Due to an excess amount of funds available in the fund,

COUNCILOR VOGT MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO AMEND TO INCLUDE AN EXTRA $50,000 TOWARDS THIS NEXT YEARS ALLOCATIONS...

Councilor Elmore noted his opposition to the low amount that the Chamber was being allocated and stated that Discover Lewis County should not be funded. Discussion followed. Councilor Vogt reviewed the process taken with the Lodging Tax Committee throughout the interviews and noted that Discover Lewis County was very well received and he is confident that the allocations would remain the same.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR ELMORE, TO AMEND THE MOTION TO STATE THAT $20,000 BE SPECIFICALLY ALLOCATED TO THE CHAMBER AND $30,000 BE USED FOR ADDITIONAL ALLOCATIONS...motion FAILED...2-4 (Mayor Canaday, Mayor Pro-tem Coumbs, Councilor Vogt and Councilor Barnes).

Mayor Canaday called for a vote on the first amendment...motion PASSED...6-0.

7. Consideration of a resolution authorizing an interfund loan for the Flood Capital Project Fund

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE A RESOLUTION PROVIDING FOR AN INTERFUND LOAN NOT TO EXCEED $300,000 FROM THE GENERAL FUND TO THE FLOOD CAPITAL PROJECT FUND AND PROVIDING FOR THE REPAYMENT OF SAID LOAN...motion PASSED..6-0.

8. Consideration on first and final reading of an ordinance amending Chapter 15.10 Sewer Service Capital Facility Charges

COUNCILOR VOGT MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST AND FINAL READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTION 15.10.350 ENTITLED SCHEDULE OF CHARGES AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...6-0.

9. Consideration on first and final reading of an ordinance amending Chapter 15.04 Water System Capital Facility Charges

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST AND FINAL READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTION 15.04.060 ENTITLED CAPITAL FACILITIES CHARGE AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...6-0.

10. Consideration on second reading of an Ordinance amending CMC Chapter 10.33 - Parks, Playgrounds and Public Ways

COUNCILOR ELMORE MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 10.33 ENTITLED PARKS, PLAYGROUNDS AND PUBLIC WAYS AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...6-0.

11. Consideration on second reading of an Ordinance amending the 2016 Budget

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2016 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS LAST AMENDED...motion PASSED...6-0.

12. Consideration of cancelling the December 27, 2016 City Council meeting and authorizing the Finance Committee to approve the vouchers for said date

COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO CANCEL THE DECEMBER 27, 2016 CITY COUNCIL MEETING AND AUTHORIZE THE FINANCE COMMITTEE TO APPROVE THE VOUCHERS FOR SAID DATE...motion PASSED...6-0.

13. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b) & , Labor issues pursuant to RCW 42.30.140 and Potential Litigation pursuant to RCW 42.30.140(1)(i). Expected to last approximately 40 minutes with possible action to follow

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO ADJOURN INTO EXECUTIVE SESSION AT 8:06 PM TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B)&(C), LABOR ISSUES PURSUANT TO RCW 42.30.140 AND POTENTIAL LITIGATION PURSUANT TO RCW 42.30.140(1)(i). EXPECTED TO LAST APPROXIMATELY 40 MINUTES WITH POSSIBLE ACTION TO FOLLOW...motion PASSED...6-0.

The Executive Session was called to order at 8:20 pm. The regular meeting was called back to order at 9:08 pm. (Mayor Pro-Tem Coumbs was excused after the Executive Session and prior to the regular meeting being called back to order.)

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR ELMORE, TO DIRECT AND AUTHORIZE STAFF TO EXECUTE ANY AN ALL DOCUMENTS TO SELL THE PORTION OF PARCEL #003669000000, THAT DOES NOT INCLUDE THE ALLEY PORTION THAT WAS DIVIDED OFF, TO MR. AARON HENSLEY IN THE AMOUNT OF $25,680...motion PASSED...5-0.
