Mayor Canaday called the regular meeting to order at 7:01 pm.

Pledge of Allegiance

Mayor Pro-Tem Coumbs led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Vogt, Councilor Elmore, Councilor Greenwood and Councilor Abbarno.

Absent: Councilor Barnes.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE AGENDA ...motion PASSED...6-0.

2. Comments by the Public on Non Agenda Items

Teva Youngblood, Centralia Downtown Association, addressed the Council and spoke on upcoming events.

Chris Chrzan, Centralia Library, addressed the Council and spoke on new educational databases for 2017 at the library.

Kurtis Engle, Centralia, addressed the Council and spoke on his concerns with Twin Transit.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill updated the Council on Flood Authority issues.

4. Reports

Mayor Canaday presented a check for $50,000 to Teva Youngblood for the Centralia Downtown Association from the Main Street Program and a plaque to Kahle Jennings from the Department of Ecology for a 2015 Outstanding Performance award.

Councilor Vogt - reported he attended a ribbon cutting, Chamber Banquet and the CDA meeting.

Councilor Abbarno - reported he attended a Kiwanis meeting, Governor's Ball, ribbon cutting, Chamber Banquet and a Science Fair at Edison Elementary.

Councilor Elmore - reported he attended the Chamber Banquet, Twin Transit, a ribbon cutting and noted he wanted the library upgrade funding issue to come back before the Council.

Councilor Greenwood - reported he attended a Lewis County Historical Society meeting.

Mayor Pro-Tem Coumbs - reported he attended a planning meeting for the George Washington Birthday celebration, Chamber Banquet, Lewis County Commissioners, RFA, Spring Youth Fair and Reliable Enterprise Board meeting.

Mayor Canaday - reported she attended the Chamber Banquet, Lewis County Fire Association, RFA, ribbon cuttings, Southwest Regional Transportation Planning and the planning meeting for the George Washington Birthday celebration.

5. Consent Agenda

j. Consideration to accept offer on sale of 1007 Madrona and authorize the City Manager to execute all documents for the transaction

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE CONSENT AGENDA...motion PASSED...6-0.

6. Consideration of funding repairs to the indoor pool

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE THE ALLOCATIONS FOR THE INDOOR POOL REPAIRS AS PRESENTED AND DIRECT STAFF TO BRING BACK A BUDGET AMENDMENT AT A FUTURE MEETING...

Community Development Director Emil Pierson reviewed the pool liner replacement and the therapeutic spa replacement projects with the Council. He noted that the City's portion of both projects combined would be $293,775.95 and added that the pool liner replacement would be completed first. Mr. Pierson stated that according to the indoor pool agreement, the City and the Centralia School District are required to each pay half of the total of the total of the improvements. Brief discussion followed.

Mayor Canaday called for a vote on the motion...motion PASSED...6-0.

7. Consideration of a resolution declaring certain property to be surplus

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS AND AUTHORIZING AND DIRECTING STAFF TO DISPOSE OF SAID PROPERTY FOR THE HIGHEST AND BEST PRICE...motion PASSED...6-0.

8. Consideration on second reading an ordinance amending CMC 20.04.070 Chickens, Ducks and other foul

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTION 20.04.070 OF THE ZONING CODE ENTITLED CHICKENS, DICKS AND OTHER FOWL, DOMESTIC AND WILD AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...6-0.

9. Executive Session to discuss Labor Issues pursuant to RCW 42.30.140. Expected to last approximately 10 minutes with action to be taken after

42.30.140. EXPECTED TO LAST APPROXIMATELY 10 MINUTES WITH ACTION TO BE TAKEN AFTER...motion PASSED...6-0.@

The Executive Session was called to order at 8:30 pm and adjourned at 8:40 pm. Mayor Canaday called the regular meeting back to order.

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE COLLECTIVE BARGAINING AGREEMENT BETWEEN IBEW LOCAL UNION 77 AND THE CITY OF THE WATER/WASTEWATER/ENGINEERING GROUP EFFECTIVE JANUARY 1, 2017 THROUGH DECEMBER 31, 2019...motion PASSED...6-0.
