Mayor Canaday called the regular meeting to order at 7:01pm.

Pledge of Allegiance

Councilor Vogt led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Vogt, Councilor Elmore, Councilor Greenwood, Councilor Abbarno and Councilor Barnes.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Jean Bluhm, Pioneer Church Group, addressed the Council and spoke on the plans to fund and build the Pioneer Church at Borst Park.

Brieana Barlock, Centralia, addressed the Council and spoke on the need for street repairs on J Street.

Joseph Pawpus, Chehalis, addressed the Council and spoke on the homeless issue.

James Lovelady, Mossyrock, addressed the Council and suggested bathrooms in downtown that would be open for the homeless.

Ralph Carr, Chehalis, addressed the Council and spoke on the homeless issue in downtown.

Cody Wells, Centralia, addressed the Council and spoke on the organization People 1st.

Paul Crowner, Centralia, addressed the Council and spoke on his concerns with the Centralia Station.

Dean McCosh, Timberland Library, addressed the Council and spoke on the Adult Services Program.@

3. Presentation

a. Lewis County Update - Commissioner Fund

Commissioner Fund and Code Compliance Officer Bill Tietzel addressed the Council and spoke on County issues.

b. Reliable Enterprises - Bret Mitchell

Mr. Mitchell addressed the Council and updated them on Reliable Enterprises.

4. Reports

Councilor Vogt - reported he attended the Chamber Forum.

Councilor Abbarno - reported he attended the Police Department Public Safety meeting and the Finance Committee meeting. He spoke on the homeless issue.

Councilor Elmore - reported he attended the Chamber Forum and spoke with representatives of the College regarding the homeless issue.

Councilor Greenwood - reported he attended the Finance Committee meeting and the Lewis County Historical Society meeting.

Joyce Barnes - reported she attended the Finance Committee, Chamber Forum, George Washington Birthday Celebration planning meeting and the Tri Agency meeting for Altrusa.

Mayor Pro-Tem Coumbs - reported he attended the George Washington Birthday Celebration Planning meeting, spoke on the homeless issue and noted he is working on the Spring Youth Fair.

Mayor Canaday - reported she attended Southwest Washington Clean Air, Mayor & Commissioners meeting, RFA, Chehalis School groundbreaking, Police Department Public Safety meeting and the George Washington Birthday Celebration planning meeting.

Rob Hill - reported on quiet zones and stated there would be a workshop soon.

Kahle Jennings & Kim Ashmore - reported on Transportation Benefit Fund projects.

Kahle Jennings & ML Norton - reported on the Customer Service Center Payment Drop Box replacement.@

Mayor Canaday paused the meeting for a 10 minute break at 8:50 pm.

5. Consent Agenda

a. Voucher Approval for March 14, 2017 #210227-210381 $500,751.88

b. Payroll for March 3, 2017 #133568-133626 and direct deposits #31721-31877 $1,227,754.39

c. Consideration of meeting minutes for January 24, 2017

d. Consideration of change order #1 and final acceptance for W. Summa and S. Silver Feeder Getaway $171,313.06

e. Consideration of small works bid award-Servicing three Voltage Regulators

$16,452.42

f. Consideration of small works bid award-Painting Equipment at Zimmerman

Substation $13,768.45

g. Consideration of final acceptance-Yelm Hydroplant House Demo $24,986.87 h. Consideration of small works bid award-Fencing at Borst Park $3,625.70

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE CONSENT AGENDA...motion PASSED...7-0.

6. Consideration of Hotel/Motel Lodging Tax grant fund allocations

MAYOR PRO-TEM COUMBS MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE HOTEL/MOTEL LODGING TAX GRANT FUND ALLOCATIONS AS PRESENTED...

Finance Director Bret Broderson and Councilor Vogt reviewed the process with the Council. Brief discussion followed,

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR ELMORE, TO AMEND THE ALLOCATIONS TO GIVE THE CENTRALIA DOWNTOWN ASSOCIATION $25,OOO INSTEAD OF $35,000 AND GIVE THE CHAMBER OF COMMERCE $20,000 INSTEAD OF $10,000...motion FAILED...2-5 (Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Greenwood, Councilor Vogt and Councilor Barnes.

Mayor Canaday called for a vote on the main motion as presented...motion PASSED...6-1 (Councilor Elmore).

7. Consideration on second reading of an ordinance establishing a new fund, the 24/7 Sobriety Account

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON SECOND READING AN ORDINANCE ESTABLISHING A NEW FUND, THE 24/7 SOBRIETY FUND...motion PASSED...7-0.

8. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b). Expected to last approximately 10 minutes with nothing to report after

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR VOGT, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(b) EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.

The Executive Session was called to order at 9:38 pm and adjourned at 9:48 pm with

nothing to report.
