Mayor Canaday called the regular meeting to order at 7:01pm.

Pledge of Allegiance

Councilor Abbarno led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tern Coumbs, Councilor Vogt, Councilor Elmore, Councilor Greenwood, Councilor Abbarno and Councilor Barnes.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Robert Grimes, Centralia, addressed the Council and spoke on the homeless issue.

Teva Youngblood, CDA, addressed the Council and updated them on the flower baskets.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill addressed the Council and updated them on Flood Authority issues.

4. Reports

Councilor Vogt - spoke on real estate issues.

Councilor Abbarno - reported he attended Doughnuts for Dads, FFA field trip to OHS, Centralia College Foundation, Boys & Girls Club, Centralia Little League opening ceremony and a District 20 Town Hall meeting.

Councilor Elmore - reported he attended Twin Transit Board meeting.

Councilor Greenwood - reported he attended Community Policing Forum and requested a Workshop on licensing of rental properties.

Joyce Barnes - reported she attended a Visiting Nurses celebration and a celebration for the Borst Home volunteers.

Mayor Pro-Tern Coumbs - reported he attended various meetings with the Mayor, Solid Waste meeting and noted he is working on the Spring Youth Fair.

Mayor Canaday - reported she attended a ribbon cutting, Business After Hours, Christian School Auction, Lewis County Fire, RFA, Chehalis Basin Partnership and the Community Policing Forum.

Rob Hill - reported on homelessness and quiet zones and stated there would be a workshop soon.

c. Consideration of meeting minutes for March 14, 2017

f. Consideration of small works bid-Install Manual Transfer Switch at City Light truck shop $1,377.47

6. Consideration of a Landfill Agreement with Lewis County

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS TO APPROVE THE AGREEMENT WITH LEWIS COUNTY TRANSFERRING CERTAIN ASSETS AND RESPONSIBILITIES CONCERNING THE CENTRALIA LANDFILL AND AUTHORIZE THE CITY MANAGER TO SIGN SAID AGREEMENT... motion PASSED...7-0.

7. Consideration of Solid Waste Franchise Agreement with Harold Lemay Ent.

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE SOLID WASTE FRANCHISE AGREEMENT WITH HAROLD LEMAY ENTERPRISES... motion PASSED...7-0.

8. Consideration of Amendment #3 to Interlocal Agreement regarding Centralia Landfill Closure

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE AMENDMENT #3 TO THE INTERLOCAL AGREEMENT REGARDING CENTRALIA LANDFILL CLOSURE AND AUTHORIZE THE MAYOR AND CITY MANAGER TO SIGN SAID AGREEMENT.. .motion PASSED...7-O.

9. Consideration of an Exchange Agreement with Centralia College

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE AN EXCHANGE AGREEMENT BETWEEN THE CITY OF CENTRALIA AND CENTRALIA COLLEGE AND AUTHORIZE THE CITY MANAGER TO SIGN SAID AGREEMENT.. .motion PASSED.. .7-O.

10. Consideration on first reading of an ordinance amending CMC 6.08 Solid Waste Collection

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING 6.08 SOLID WASTE COLLECTION...motion PASSED...7-O.

11. Executive Session to discuss Potential Litigation pursuant to RCW 42.30.110(1)(I). Expected to last approximately 45 minutes with nothing to report after.

COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(I) EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-O.

The Executive Session was called to order at 8:17 pm and adjourned at 8:47 pm with nothing to report.
