Workshop:

Mayor Canaday called the Workshop to discuss regulating rental properties to order at 6:00 pm.
 
Council Attendance:    Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Abbarno, Councilor Vogt, Councilor Barnes and Councilor Greenwood.
 
Mayor Canaday adjourned the Workshop at 6:41 pm.

Regular Meeting:


Mayor Canaday called the regular meeting to order at 7:02 pm.

Pledge of Allegiance

Mayor Pro-Tem Coumbs led the pledge of allegiance.

Attendance

Present: Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Vogt, Councilor Elmore, Councilor Greenwood, Councilor Abbarno and Councilor Barnes.

Absent: None.

1. Approval of Agenda - As Presented

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.

2. Comments by the Public on Non Agenda Items

Joyce Hoerling, Stop & Swim, addressed the Council and invited them to their bunko fundraiser on May 3, 2017 at 5:30 pm at the Moose Lodge.

Alexis Hardy, library, addressed the Council and updated them on library events.

William Adams, addressed the Council and spoke on the need for a program where the homeless work for local businesses.

3. Presentation

a. Flood Authority Update - Ron Averill

Col. Averill updated the Council on Flood Authority issues.

b. Riverside Fire Authority Update - Rick Mack, Fire Marshall

Chief Mack spoke on the 2016 Fire Fatalities and smoke alarm updating and upkeep.

4. Reports

Councilor Vogt - reported that there would soon be transportation available from the Sports Complex to the outlets and the downtown area.@

Councilor Abbarno - thanked the Centralia Police Department for their community forums and the Riverside Fire Authority for their community education.

Councilor Elmore - reported he attended the Twin Transit meeting.

Councilor Greenwood - reported he attended the Lewis County Historical Museum meeting.

Joyce Barnes - reported she attended the George Washington Celebration planning meeting and the Talent Show at the Fox Theatre.

Mayor Pro-Tem Coumbs - reported he has bee working on the Spring Youth Fair.

Mayor Canaday - reported she attended a FFA Presentation, a Ribbon Cutting, Lewis County Transportation Commission and a tour with WSDOT Commission.

Jan Stemkoski - updated the Council on the Washington Avenue traffic control modifications.

5. Consent Agenda

a. Voucher Approval for April 25, 2017 #210834, 210838-211006 $1,023,581.14

b. Payroll for April 20, 2017 #133699-133710 and direct deposits #32127-32217 $127,165

c. Consideration of meeting minutes for April 11, 2017

d. Consideration of Professional Services Agreement with USIC Locating Services $30,000

e. Consideration of final acceptance-City Light Truck Shop Manual Transfer Switch Installation $1.377.47

f. Consideration of a small works bid-Customer Service Drop Box $6,068.29

g. Consideration of Amendment #1-On-Call Services Contract $20,000

h. Approval of Agreement with Lewis County-Cost Sharing of Borst Ave Safety Improvements $38,841.92

6. Consideration of a resolution declaring certain property surplus

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS, AND

AUTHORIZING AND DIRECTING STAFF TO DISPOSE OF SAID PROPERTY FOR THE HIGHEST AND BEST PRICE...motion PASSED...7-0.

7. Consideration on second reading of an ordinance amending the 2017 Budget

COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON SECOND READING OF AN ORDINANCE AMENDING THE 2017 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...7-0.

COUNCILOR GREENWOOD MOVED, SECONDED BY SECONDED BY COUNCILOR ELMORE, TO ADJOURN THE MEETING AT 8:08 PM...motion PASSED...7-0.
