Workshop:
 
Mayor Canaday called the Workshop to discuss Infrastructure Development to order at 5:47 pm.
 
Council Attendance:    Mayor Canaday, Mayor Pro-Tem Coumbs, Councilor Abbarno, Councilor Vogt, Councilor Barnes and Councilor Greenwood.
 
Mayor Canaday adjourned the Workshop at 6:33 pm.

Regular Meeting
 
Mayor Canaday called the regular meeting to order at 7:01pm.
 
Pledge of Allegiance
 
Boy Scout Maliki Simper led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Canaday, Mayor Pro-Tem  Coumbs, Councilor Vogt, Councilor Elmore, Councilor Greenwood, Councilor Abbarno  and Councilor Barnes.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Jan Nontell, CDA, addressed the Council and provided them with their new work plan and added that they are currently interviewing for an Executive Director.
 
Erik Martin, LC Public Works, addressed the Council and spoke on the NLCIA Steering Committee.
 
Rebecca Staebler, Centralia, addressed the Council and thanked the community for their support and concern with the damage to her building.
 
3. Presentation
a. Flood Authority Update - Ron Averill
 
Col. Averill updated the Council on the Flood Authority.
 
4. Reports 
 
Councilor Vogt - reported he attended the CDA meeting, Home & Garden Show and the Youth Fair.
 
Councilor Abbarno - reported he attended the Home & Garden Show, Tri-Club Rotary Auction, a Worksource Recruiting event and the workshop.
 
Councilor Elmore - reported he attended the Home & Garden Show, workshop and Tri-Club Rotary Auction.
 
Councilor Greenwood - reported he attended the Lewis County Historical Society meeting.
 
Joyce Barnes - had no report.
 
Mayor Pro-Tem Coumbs - reported he attended the Youth Fair and a George Washington Celebration planning meeting.  He noted that Summerfest was coming up fast and thanked Rob Hill for helping cook at the Cancer Walk.
 
Mayor Canaday - reported she attended the Southwest Washington Transportation Stakeholders meeting, LEOFF Board, Rose Bowman celebration of life, Fiddler on the Roof at Corbet Theatre, Lewis County Fire Association, Rotary and a George Washington Celebration Planning meeting.
 
Rob Hill - reported on the Cancer Walk.
 
Kahle Jennings - reported on the Borst Avenue project.
 
Emil Pierson - introduced Maliki Simper who took on Washington Lawn Cemetery as his Eagle Scout project.  Mr. Pierson also invited the Council to attend a Planning Committee Workshop on June 8th at 6:00 pm.
 
Ruben Ramirez - spoke on the Special Olympics Torch Run.

6. Consideration of re-appointment of Rosie O'Connor to the Planning Commission
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE MAYOR'S APPOINTMENT OF ROSIE O'CONNOR TO THE PLANNING COMMISSION...motion PASSED...7-0.
 
7. Consideration of grant match certification for Pearl Street Pool Project
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR GREENWOOD, TO NOT CERTIFY THE GRANT MATCH AT THIS TIME AND TO WORK WITH STOP TO SCALE BACK THE PROJECT AND RE-APPLY IN THE NEXT ROUND...motion PASSED...6-1 (Councilor Barnes).
 
8. Executive Session to discuss the City Manager's evaluation pursuant to RCW 42.30.110(1)(g).  Expected to last 30 minutes with nothing to report after.
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO ADJOURN TO EXECUTIVE SESSION TO DISCUSS THE CITY MANAGER'S EVALUATION PURSUANT TO RCW 42.30.110(1)(G). EXPECTED TO LAST 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was brought to order at 8:30 pm and adjourned at 9:00 pm.

Mayor Canaday adjourned the meeting at 9:00 pm.
