Mayor Canaday called the regular meeting to order at 7:03 pm.
 
Pledge of Allegiance
 
 Councilor Greenwood led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Canaday, Mayor Pro-Tem  Coumbs, Councilor Vogt, Councilor Elmore, Councilor Greenwood and Councilor Barnes.
 
Absent: Councilor Abbarno.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE AGENDA WITH THE AMENDMENT OF ADDING ITEM #11 A RESOLUTION DECLARING THAT AN EMERGENCY EXISTS AND TO WAIVE THE STATE REQUIREMENTS FOR COMPETITIVE BIDDING REQUIREMENTS REGARDING CENTRALIA'S TRANSMISSION LINE BETWEEN THE YELM HYDRO PROJECT AND THE CITY OF CENTRALIA...motion PASSED...6-0.

Susan Fabian and Muriel Wheatley, Timberland Library, addressed the Council and spoke on library issues.
 
Jan Nontell, CDA, addressed the Council and updated them on CDA issues.
3. Presentation
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund update the Council on Lewis County issues.
 
4. Reports 
 
Councilor Vogt - reported he attended the Chamber Forum, Shoreline Master Plan update, Centralia Downtown Association and a meeting with his constituents.
 
Councilor Elmore - reported he attended the Chamber Forum, Shoreline Master Plan update, Borst Ave Open House and a Career Connect meeting.
 
Councilor Greenwood - reported on nuisance complaints.
 
Joyce Barnes - reported she attended the Borst Ave Open House and the Japanese display at the Lewis County Historic Museum.
 
Mayor Pro-Tem Coumbs - reported he attended a Solid Waste meeting, Music in the Park and has been working on Summerfest.
 
Mayor Canaday - reported she attended George Washington Celebration meeting, Governor Inslee bus tour, Southwest Washington Clean Air meeting, Mayor and Commissioners meeting and a High School graduation.
 
Rob Hill - recognized Art Mock's years of service, and spoke on Centralia Foundation, a street tour regarding repairs and the PFD meeting.
 
M.L. Norton - recognized Art Mock, Rick Evans, Curtis Roe and Gordon Wylam for their years of service. 
 
Emil Pierson - invited everyone to the Grand Opening of the Pear Street Memorial Plaza on June 27th at 6:00 pm.
 
Kahle Jennings - reported on the Borst Avenue project and street department work being done.

COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE THE MAYOR'S APPOINTMENT OF LEVI ALTHAUSER TO THE PLANNING COMMISSION ALTERNATE POSITION...motion PASSED...6-0.
 
7. Consideration of bid award-Sanitary Sewer and Watermain Pipe Bursting Project $813,023.46
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR VOGT, TO APPROVE THE BID AWARD FOR THE SANITARY SEWER AND WATERMAIN PIPE BURSTING PROJECT IN THE AMOUNT OF $813,023.46...motion PASSED...6-0.
 
8. Consideration of Council recommendation of Gold Street Tennis Courts
 
Community Development Director reviewed the request that was received from community members to look into turning the old tennis courts into a multi use facility.  He noted that the consensus of the Parks Board was to keep and maintain the property. Discussion followed.
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR BARNES, TO KEEP THE PARK AND UTILIZE IT AS A MULTI USE PARK INCLUDING BOCCI BALL, PICKLE BALL AND SOCCER...motion PASSED...6-0.
 
9. Consideration of a resolution waiving the bidding requirements due to a special
market condition
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE A RESOLUTION OF THE CITY OF CENTRALIA, WASHINGTON WAIVING BIDDING REQUIREMENTS DUE TO SPECIAL MARKET CONDITIONS FOR PURCHASE OF A USED 2006 WACKER VIBRATORY ASPHALT ROLLER...motion PASSED...6-0.
 
10. Consideration on first reading of an ordinance adopting the updated Design and
Development Guidelines, the 2014 Stormwater Management Manuel and amending
Sections of CMC Chapter 18 and Chapter 20
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE (C.M.C) TITLE 18 BUILDING REGULATIONS, CHAPTER 18.10 ENTITLED DESIGN AND DEVELOPMENT GUIDELINES AND CHAPTER 18.15
