Mayor Canaday called the regular meeting to order at 7:00 pm.
 
Pledge of Allegiance
 
    Councilor Vogt led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Canaday, Mayor Pro-Tem  Coumbs, Councilor Vogt, Councilor Elmore, Councilor Greenwood, Councilor Abbarno and Councilor Barnes.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD , TO APPROVE THE AGENDA WITH THE ADDITION OF ITEM 5J CONSIDERATION OF AN INTERLOCAL AGREEMENT WITH WSDOT FOR DECANT FACILITY USE AND ADDING AN ADDITIONAL 15 MINUTES TO THE EXECUTIVE SESSION FOR REAL ESTATE PURSUANT TO RCW 42.30.110(1)(C)...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Kurtis Engle, Centralia, addressed the Council and spoke on trails in and through Borst Park.
 
3. Presentation
 
a. Appreciation of Lee Coumbs by the Sheriff's Office
 
Councilor Coumbs was presented with an award for his work with the Explorer Program.
 
b. Flood Authority Update - Ron Averill
 
Col. Averill addressed the Council and updated them on Flood Authority issues.
 
4. Reports 
 
Councilor Vogt - reported he attended the AWC Conference.
 
Councilor Elmore - reported he attended the Chef's Night Out, Twin Transit, Billet Proof Cruise and the Car Show and thanked staff for their hard work getting the spray park open early.
 
Councilor Abbarno - reported he attended the Chef's Night Out, Senior Center meeting, Independent Valley Chicken Races, spoke on Economic Development, thanked staff and the STOP and Swim group for the spray park and asked the public to be safe and respectable with the fireworks.
 
Councilor Greenwood - spoke on the signs of heat stroke and asked the public to watch out for others in the heat we have been having.
 
Joyce Barnes - reported she attended the George Washington Celebration Planning meeting and Music in the Park.
 
Mayor Pro-Tem Coumbs - reported he attended the AWC Conference and spoke on Summerfest.
 
Mayor Canaday - reported she attended the Chef's Night Out, Lewis County Transportation, AWC Conference, Billetproof Cruise and Car Show, Willapa Bike Ride and the ribbon cutting for the spray park.
 
Rob Hill - spoke on the Twin Cities 911 Center, thanked staff for all of their hard work getting ready for the 4th of July and thanked staff, the STOP and Swim group and Richard DeBolt for all their work on getting the spray park.

6. Consideration of Mayor's appointment of Colby McCann to the student position on the Parks Board
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE MAYOR'S APPOINTMENT OF COLBY MCCANN TO THE STUDENT POSITION ON THE PARKS BOARD...motion PASSED...7-0.
 
7. Consideration of a feasibility study for creation of Twin Cities 911 Center
 
Chief Nielsen reviewed the background on this issue and noted that the cost to the City for their portion of the study would be $27,600.  Council discussion followed.
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE POLICE DEPARTMENT TO MOVE FORWARD WITH THE STUDY NOT TO EXCEED OUR PORTION OF $27,600...motion PASSED...7-0.
 
8. Public Hearing related to the 2018-2023 Six Year Transportation Improvement Program
 
Mayor Canaday opened the public hearing at 8:16 pm.
 
Kurtis Engle, Centralia, addressed the Council and stated that he spoke earlier on the trails at Borst Park and had the same comments here.  There being no further public comment,
 
Mayor Canaday closed the public hearing at 8:17 pm.
 
9. Consideration of a resolution adopting the 2018-2023 Six Year Transportation  Improvement Program
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE A RESOLUTION ADOPTING THE 2018-2023 SIX YEAR TRANSPORTATION IMPROVEMENT PROGRAM...motion PASSED...7-0.
 
10. Consideration on second reading of an ordinance adopting the updated Design and
Development Guidelines, the 2014 Stormwater Management Manuel and amending
Sections of CMC Chapter 18 and Chapter 20
 
COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM COUMBS, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE (C.M.C) TITLE 18 BUILDING REGULATIONS, CHAPTER 18.10 ENTITLED DESIGN AND DEVELOPMENT GUIDELINES AND CHAPTER 18.15 ENTITLED ADOPTION OF STORMWATER MANAGEMENT DOCUMENTS;
