Mayor Coumbs called the regular meeting to order at 7:00 pm.
 
Pledge of Allegiance
 
Councilor Barnes led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Elmore, Councilor Greenwood and Councilor Barnes.
 
Absent: Councilor Abbarno.
 
1. Approval of Agenda - As Presented
 
COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...5-0.
 
2. Comments by the Public on Non Agenda Items
 
Holly Phelps, CDA, addressed the Council and spoke on Antiques Fest.
 
Kurtis Engle, Centralia, addressed the Council regarding his campaign for Council and Mayor Coumbs advised him that this was not the forum for campaigning.
 
3. Presentation
 
a. Flood Authority Update
 
Col Averill updated the Council on Flood Authority issues.
 
4. Reports 
 
Mayor Pro-Tem Vogt - reported he attended the George Washington Committee meeting, toured the Yelm Hydro Plant, STP, Antique Fest, Music in the Park and the CDA meeting.
 
Councilor Elmore - reported he attended Business After Hours, Twin Transit, STP and Antique Fest.
 
Councilor Greenwood - reported he attended the LC Historical Museum meeting.
 
Joyce Barnes - had no report.
 
Mayor Coumbs - reported he attended the EDC meeting and LC Solid Waste.
 
Shannon Murphy-Olson - reviewed the laws and process needed to allow WATV's on city streets, at the request of Councilor Elmore.  Councilor Elmore requested that the City Manager have staff move forward with the process.
 
Kim Ashmore - updated the Council on the road work and the need to remove the walnut trees on J Street.
 
Rob Hill - updated the Council on the Centralia Community Foundation and announced that they were given $100,000 from Title Guarantee Company.
 
5. Consent Agenda
a. Voucher Approval for July 25, 2017 #212169-212170, 212187-212380  $979,552.19
b. Payroll for July 25, 2017 #133966-133977 and direct deposits #32880-32970 $129,940.00
c. Consideration of small works bid- Little League Batting Cage Repair $7,859.00 d. Consideration of bid award-2017 Asphalt Paving Project $532,000.00
e. Consideration of professional services contract- Materials Testing on Construction Projects $24,790.00
f. Consideration of a small works bid award-Salzer Substation Directional Bore $17,284.95
 
COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE THE CONSENT AGENDA...motion PASSED...5-0.
 
6. Consideration of a moratorium on the zoning of transitional housing, emergency shelters and other like uses
 
Ms. Murphy-Olson addressed the Council and reviewed the process of setting a moratorium at the request of Councilor Elmore.  Council discussion followed.
 
Todd Watson, Centralia, addressed the Council and spoke in support of the moratorium.
 
Katie Moore, Centralia, addressed the Council and spoke in support of the moratorium.
 
Robert Grimes, Hub City Mission, addressed the Council and spoke against the moratorium.
 
Mitch Guthrie, Centralia, addressed the Council and spoke against the moratorium.
 
Steve Ward, Centralia, addressed the Council and spoke in support of the moratorium if that was what was needed to get the issues fixed.
 
Patrick Morrison, Centralia, addressed the Council and spoke against the moratorium.
 
Doug Merino, R & D Property, addressed the Council and spoke against the moratorium.
 
COUNCILOR ELMORE MOVED TO ENACT THE MORATORIUM SO THAT STAFF CAN HAVE TIME TO PRODUCE THE PROPER ZONING REQUIREMENTS THAT ADDRESS ALL FUTURE EMERGENCY SHELTERS, TRANSITIONAL HOUSING AND THAT SUCH SO THAT THEY CAN PROTECT THE CITIZENS AS WELL AS THE INVESTORS AND WE LOOK AT A METHODICAL APPROACH IN DEVELOPING OUR COMMUNITY IN THE FUTURE...there being no second motion DIED.
 
7. Executive Session to discuss union negotiations pursuant to RCW 42.30.140. Expected to last approximately 20 minutes nothing to report after.
 
COUNCILOR GREENWOOD MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS UNION NEGOTIATIONS PURSUANT TO RCW 42.30.140. EXPECTED TO LAST 20 MINUTES WITH NOTING TO REPORT AFTER...motion PASSED...5-0.
 
The Executive Session was called to order at 8:55 pm and adjourned at 9:15 pm with noting to report.
 
Adjournment
 
Mayor Coumbs adjourned the meeting at 9:15 pm.
