Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
Mayor Pro-Tem Vogt led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Elmore, Councilor Greenwood, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Phillip Hicks, Cinebar, addressed the Council and spoke on the homelessness issues.
 
Edna Fund, Lewis County, addressed the Council and spoke on upcoming events at the fairgrounds and invited them to upcoming budget meetings.
 
Holly Phelps, CDA, addressed the Council and spoke on beautification of the downtown.
 
Kurtis Engle, Centralia, addressed the Council and spoke on events that have been on the news.
 
Lisa Striedinger, Centralia, addressed the Council and spoke on information she received from the Mayor of Tacoma related to them buying bus tickets to Centralia for their homeless population.
 
3. Presentation
a. Flood Authority Update - Ron Averill
 
Col. Averill updated the Council on flood Authority issues.
 
b. College Master Plan - Steve Ward
 
Mr. Ward updated the Council on the College Master Plan.
 
4. Reports
 
Mayor Pro-Tem Vogt - reported he attended the George Washington Celebration, Washington Hall re-dedication, the fair, viewed the eclipse and noted that the Farmers Market has moved to the Outlets.
 
Councilor Elmore - reported he attended a Twin Transit meeting.
 
Councilor Greenwood - reported he attended a Lewis County Historical Society meeting.
 
Councilor Barnes - reported she attended the George Washington Celebration, the Fair, Chamber Forum and the Pioneer Church fundraiser.
 
Councilor Abbarno - reported he attended the George Washington Celebration, the Washington Hall re-dedication and the Pioneer Church fundraiser.
 
Councilor Luond - reported she attended the fair.
 
Mayor Coumbs - reported he attended the George Washington Celebration.
 
Emil Pierson - updated the Council on issues at the Train Depot and the Downtown.
 
M.L. Morton - updated the Council on the Salzer Project.
 
Rob Hill - updated the Council on the Homelessness Collaboration.
 
Kim Ashmore - updated the Council on the Transportation Benefit District.

6. Consideration of an Interlocal Agreement with Timberland Regional Library for 
Children's Area Remodel
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE AN INTERLOCAL AGREEMENT WITH TIMBERLAND REGIONAL LIBRARY FOR THE CHILDREN’S AREA REMODEL...motion PASSED...7-0.
 
7. Consideration of Landscape Maintenance Agreement with WSDOT
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO,  TO APPROVE THE LANDSCAPE MAINTENANCE AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF TRANSPORTATION...motion PASSED...7-0.
 
8. Public Hearing to discuss declaring certain personal property surplus
 
Mayor Coumbs opened the public hearing at 7:37 pm.

9. Consideration of a resolution declaring certain personal property surplus
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS AND AUTHORIZING AND DIRECTING STAFF TO DISPOSE OF SAID PROPERTY BY AUCTION OR NEGOTIATED SALE TO OBTAIN THE HIGHEST AND BEST PRICE FOR THE SAME...motion PASSED...7-0.
 
10. Consideration of a resolution authorizing the purchase of PEBB Insurance
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE A RESOLUTION REQUESTING REVIEW BY THE HEALTH CARE AUTHORITY TO PARTICIPATE IN THE WASHINGTON STATE INSURANCE PLANS...motion PASSED...7-0.
 
11. Consideration of first reading of an ordinance regulating the usage of Wheeled All-Terrain Vehicle (WATV)
 
COUNCILOR ELMORE MOVE TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA WASHINGTON ADDING A NEW CHAPTER TO TITLE 11 ENTITLED VEHICLES AND TRAFFIC OF THE CENTRALIA MUNICIPAL CODE TO BE ENTITLED 11.45-WHEELED ALL-TERRAIN VEHICLES AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion DIED...due to lack of a second.
12. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b)&(c).  Expected to last approximately 30 minutes with nothing to report after.
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO GO INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B)(C), EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 8:50 pm and adjourned at 9:20 pm with nothing to report.
