Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Councilor Abbarno led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Elmore, Councilor Greenwood, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE AGENDA WITH THE ADDITION OF AN ITEM #13 EXECUTIVE SESSION TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(I) AND REAL ESTATE PURSUANT TO RCW 42.30.110(1)(b) EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Jean Bluhm, Centralia, addressed the Council and spoke on the Borst Home open house and the Pioneer Church.
 
Muriel Wheatley, library, addressed the Council and spoke on the library children’s area remodel.
 
Rebecca Staebler, Artrails, addressed the Council and spoke on the upcoming Artrails event.
 
3. Presentation
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund updated the Council on County issues.
 
4. Reports
 
Mayor Pro-Tem Vogt - reported he attended the Hub City Car Show, Music in the Park, CDA and noted that the Realtor’s Association is hosting a Winter Clothing Drive.
 
Councilor Elmore - reported he attended Twin Transit, a ribbon cutting and the Hub City Car Show.
 
Councilor Greenwood - spoke on citizens with disabilities being placed in jobs in Centralia.
 
Councilor Barnes - reported she attended Music in the Park, Fox Theatre tour, George Washington planning meetings, Labor Council picnic and a PFD meeting.
 
Councilor Abbarno - reported he attended ribbon cuttings, Labor Council picnic and noted that the Centralia Foundation was hosting a School Clothes and Supplies Drive.
 
Councilor Luond - reported she attended a PFD meeting.
 
Mayor Coumbs - reported he attended the Hub City Car Show, the Drug Court Celebration picnic, a Solid Waste meeting, Southwest Washington Air Control, Labor Council picnic and the .09 meeting.
 
Bret Brodersen - updated the Council on credit card processing.
 
Kim Ashmore - updated the Council on the Transportation Benefit District.
 
Rob Hill & Chief Nielsen - updated the Council on the Homelessness Collaboration.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
6. Consideration of Mayor’s appointments to the Lodging Tax Advisory Committee
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR BARNES, TO APPROVE THE MAYOR APPOINTMENT OF TIM BROWNING, HEATHER MORROW, BRITTANY WALKER AND JAN NONTELL TO THE LODGING TAX ADVISORY COMMITTEE...motion PASSED...7-0.
 
7. Consideration of Intention to Annex into the City by property owners in the Windsor Mobile Pare Home area
 
City Attorney Shannon Murphy-Olson explained the annexation process to the City Council and City Planner Hillary Hoke reviewed the map areas and options before the Council at this time.  Discussion followed.
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO ACCEPT THE PETITION AND GEOGRAPHICALLY MODIFY THE PETITION TO INCLUDE THE ADDITIONAL PARCELS AND CIRCULATE THE PETITION...motion PASSED...5-2 (Councilor Barnes and Councilor Luond).
 
8. Consideration of Intention to Annex into the City by property owners in the Far View area
 
City Attorney Shannon Murphy-Olson explained the annexation process to the City Council and City Planner Hillary Hoke reviewed the map areas and options before the Council at this time.  Discussion followed.
 
Norm Chapman, petitioner, addressed the Council and spoke in favor of the annexation.
 
COUNCILOR VOGT  MOVED, SECONDED BY COUNCILOR GREENWOOD, TO ACCEPT THE PETITION AND GEOGRAPHICALLY MODIFY THE PETITION TO INCLUDE THE ADDITIONAL PARCELS AND CIRCULATE THE PETITION...motion PASSED...7-0.
 
9. Public Hearing to Public Participation Plan for the 2017 Comprehensive Land Use Plan
 
Mayor Coumbs opened the public hearing at 8:25 pm.

10. Consideration of a resolution adopting a Public Participation Plan for the use in the City’s 2017 Comprehensive Plan update
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE A RESOLUTION ADOPTING A PUBLIC PARTICIPATION PLAN FOR THE USE IN THE CITY’S 2017 COMPREHENSIVE PLAN UPDATE...motion PASSED...7-0.
 
11. Consideration of first reading of an ordinance amending CMC Chapter 10.37 Regulation of Solicitation
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 10.37 ENTITLED REGULATION OF SOLICITATION AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
12. Consideration of first reading of an ordinance adding CMC Chapter 10.38 Solicitation of Occupants of Vehicles on Public Roadway
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST READING AN ORDINANCE ADDING A NEW ADDING A NEW CHAPTER TO TITLE 10 ENTITLED CRIMINAL CODE OF THE CENTRALIA MUNICIPAL CODE (C.M.C) TO BE ENTITLED 10.38 SOLICITATION OF OCCUPANTS OF VEHICLES ON PUBLIC ROADWAYS PROHIBITED AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
13. Executive Session to discuss Potential Litigation pursuant to RCW 42.30.110(1)(I) and  Real Estate pursuant to RCW 42.30.110(1).  Expected to last approximately 30 minutes with nothing to report after.
