Workshop:
 
Mayor Coumbs called the Workshop to discuss the City Light Preliminary 2018 Budget to order at 6:00 pm.
 
Council Attendance:    Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Abbarno, Councilor Luond, Councilor Barnes, Councilor Elmore and Councilor Greenwood.
 
Mayor Canaday adjourned the Workshop at 6:45 pm.

Regular Meeting:
 
Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
   Councilor Barnes led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Elmore, Councilor Greenwood, Councilor Barnes, Councilor Abbarno and Councilor Luond.

1. Approval of Agenda - As Presented
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Joyce Hoerling, Centralia, addressed the Council and thanked the City for all their work on the splash pad.
 
Bill Ralph, Centralia, addressed the Council and spoke against Centralia Station.
 
Rebecca Staebler, Centralia, addressed the Council and spoke on Girls Night Out.
 
3. Proclamations
a. Crop Walk Hunger Day
 
Mayor Coumbs read the proclamation into the record and Leah Wegener accepted it.
 
b. Police Canine Lobo Appreciation Day
 
Mayor Coumbs read the proclamation in to the record and Chief Neilsen and Officer Ramirez accepted it.
 
4. Presentation
a. Flood Authority Update
 
Col. Averill addressed the Council and updated them on Flood Authority issues.
 
5. Reports
 
Mayor Pro-Tem Vogt - reported he attended the Centralia Downtown Association meeting.
 
Councilor Elmore - reported he attended the workshop, United Way luncheon, Business After Hours, Twin Transit and spoke on Centralia Station.
 
Councilor Greenwood - reported he attended a Historical Museum meeting, the workshop, visited a marijuana facility and attended a planning class.
 
Councilor Barnes - reported she attended Artrails, a concert at the College, United Way luncheon, Centralia College Scholarship program and visited the School of the Arts.
 
Councilor Abbarno - reported he attended the workshop, United Way luncheon, Centralia Community Foundation fundraiser, Health Fair at Providence Centralia and spoke on Centralia Station. 
 
Councilor Luond - reported she attended the Centralia Port meeting and the United Way luncheon.
 
Mayor Coumbs - reported he attended the Fire Authority workshop.
 
Rob Hill - spoke on Centralia Station.
 
Emil Pierson - reported on seasonal parks, Floodplain and NFIP.
