Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
Past Mayor Tim Browning led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Elmore, Councilor Greenwood, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA WITH THE DELETION OF ITEM 3C...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Scott White & Tory Graf, CDA, addressed the Council and updated them on events and issues they are working on.
 
Paul Brown, visitor from out of town, addressed the Council and spoke on the George Washington Pop Up Museum and the upcoming celebration and memorial.
 
3. Presentation
a. Flood Authority Update - Ron Averill
 
Col. Averill addressed the Council and updated them on Flood Authority issues.
 
b. Rotary Riverside Park Renovation - Julie Shaffley
 
Ms. Shaffley address the Council and presented the Rotary's plan for renovating Riverside Rotary Park.
 
c. State Emergency Management 911 Coordinator Adam Wasserman and Commissioner Jackson

4. Reports
 
Mayor Pro-Tem Vogt - reported he attended Business After Hours and the George Washington pop up museum.
 
Councilor Elmore - reported he attended Business After Hours, Twin Transit, Master Builders, a Safe Graduation Service Fund Raiser and spoke on the leaf pick up program.
 
Councilor Greenwood - spoke on uses for the leaves and thanked the Our George Washington group for all they are doing for the community.
 
Councilor Barnes - reported she attended the George Washington pop up museum.
 
Councilor Abbarno - reported he attended a Providence Hospital Gala, Business After Hours, spoke on Parks & Recreation programs, thanked staff for responding to various issues recently and spoke on the homelessness issue.
 
Councilor Luond - reported she attended the Centralia Port meeting and Business After Hours.
 
Mayor Coumbs - reported he attended Business After Hours and met with Jim Stafford, the artist making the George Washington Statue.
 
M.L. Norton & Rick Evans - updated the Council on the recent power outage.
 
Rob Hill - presented Kahle Jennings with a retirement plaque.

6. Consideration of Master Resource Agreement with Northwest Intergovernmental
Energy Supply
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE MASTER RESOURCE AGREEMENT BETWEEN THE CITY AND THE NORTHWEST INTERGOVERNMENTAL ENERGY SUPPLY...motion PASSED...7-0.
7. Consideration of Municipal Stormwater Capacity Grant - $50,000
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE,  TO AUTHORIZE THE CITY MANAGER TO SIGN THE WATER QUALITY STORMWATER CAPACITY GRANT AGREEMENT NUMBER WQSWCAP-1719-CENTRA-00014 BETWEEN THE DEPARTMENT OF ECOLOGY AND THE CITY OF CENTRALIA IN THE AMOUNT OF $50,000.00...motion PASSED...7-0.
 
8. Consideration of donation of City owned surplus property
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO,  TO DONATE THE HEARSE TO STICKLIN FUNERAL CHAPEL AND THE HACK TO THE LEWIS COUNTY HISTORICAL MUSEUM...motion PASSED...7-0.
 
9. Consideration of $3,000 contribution towards homelessness efforts
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR ELMORE, TO CONTRIBUTE $3,000 TOWARDS THE HOMELESSNESS COLLABORATION EFFORTS...
 
Mr. Hill reviewed the process on relocating the Cold Weather Shelter to the fairgrounds and thanked all involved.  He added that since the collaboration of entities working on this is not a formal group, these funds would be distributed directly to pay a bill with a specific vendor as needed.
 
Mayor Coumbs called for a vote on the motion...motion PASSED...7-0.
 
10. Consideration of first reading of an ordinance accepting change in ownership
For Astound Broadband from Wave Holdco, LLVC to Radiate Holdco LLC
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, APPROVING THE INDIRECT CHANGE OF CONTROL OF ASTOUND BROADBAND, LLC D/B/A/ WAVE WITH CONDITIONS AND ESTABLISHING AN EFFECTIVE DATE...motion PASSED...7-0.
 
Councilor Barnes noted that she would like to see the City fund the Senior Center more than the budgeted $5,000.  This item will be brought back to the Council as an action item.
