Mayor Coumbs called the meeting to order at 6:58 pm.
 
Pledge of Allegiance 
 
Councilor Luond led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Elmore, Councilor Greenwood, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Bill Scholl, Lions Club, addressed the Council and noted that their fundraising efforts for the floating dock at Borst Park had been replaced by the Blockhouse Restoration Project.
 
Linda Conroy, library, addressed the Council and updated them on their programs.  She thanked the City for helping with the new children's area. 
 
Jan Nontell & Tori Graf, CDA, addressed the Council and spoke on upcoming events in the downtown.
 
3. Presentation
a. Lewis County Update
 
Steve Wohld, Lewis County IT Department, spoke on the Rivers and Roads pages on the County emergency update link.  
 
Commissioner Jackson and the State 911 Enhanced Coordinator Adam Wasserman spoke on state changes to 911.
 
b. Senior Center - Glenda Forga
 
Ms. Forga addressed the Council and spoke on the reorganization of the Senior Center and asked for additional funding from the City Council.
 
4. Reports
 
Mayor Pro-Tem Vogt - reported he attended the ribbon cutting at the library for the Children's Area and the CDA meeting.
 
Councilor Elmore - had no report.
 
Councilor Greenwood - had no report..
 
Councilor Barnes - had no report..
 
Councilor Abbarno - reported he attended Dollars for Scholars, Watchgdogs, American Legion Veteran's program, Dick Young Memorial fundraiser, Young Life event and spoke on Christmas donation programs.
 
Councilor Luond - reported she attended Trick or Treating in downtown, a presentation on the new Ford's Prairie School. Chamber Forum, Young Life event and the Garth Brooks concert.  
 
Mayor Coumbs - reported he attended the ribbon cutting for the new Children's area, a Gala, Southwest Washington Air Control, Solid Waste Advisory Committee, Mayor's and Commissioner's meeting and Our George Washington meetings.
 
Chief Nielsen - introduced newly appointed Sergeant Buddy Croy.
 
M.L. Norton - spoke on a Large Outage Communication Plan that City Light is putting together.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE A RESOLUTION OF THE CITY OF CENTRALIA, WASHINGTON, DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS AND AUTHORIZING AND DIRECTING STAFF TO DISPOSE OF SAID PROPERTY BY AUCTION OR NEGOTIATED SALE TO OBTAIN THE HIGHEST AND BEST PRICE FOR THE SAME...motion PASSED...7-0.
 
8. Consideration on first reading of an Ordinance amending CMC Chapter 2.10 Disclosure of Public Records
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON,  AMENDING CMC CHAPTER 2.10 ENTITLED DISCLOSURE OF PUBLIC RECORDS AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
9. Consideration on first reading of an Ordinance amending CMC Chapter 11.28 Truck Travel Prohibited
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CMC CHAPTER 11.28 ENTITLED TRUCK TRAVEL - PROHIBITED, SECTION 11.28.020 (PASSAGE ON CERTAIN STREETS) AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
10. Consideration on first reading of an Ordinance establishing an Internal Service Fund for Information Technology Activities
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA WASHINGTON, ESTABLISHING AN INTERNAL SERVICE FUND TO ACCOUNT FOR INFORMATION TECHNOLOGY ACTIVITIES...motion PASSED...7-0.
 
11. Consideration on first reading of an Ordinance Finding a Substantial Need for the allowable 1% Property Tax increase

12. Public hearing related to General Fund Revenue Sources and the 2018 Property Tax Levy
 
Mayor Coumbs opened the public hearing at 8:19 pm.
 
Finance Director Bret Brodersen addressed the Council and reviewed the property tax levy and General Fund Revenue Sources.
 
Margaret Beck, Centralia, questioned how the property taxes were calculated and Mr. Brodersen explained it further.
 
Mayor Coumbs closed the public hearing at 9:06 pm.
 
13. Consideration on first reading of an Ordinance setting the 2018 Property Tax Levy
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING AN ORDINANCE SETTING A ZERO PERCENT PROPERTY TAX LEVY AND TO BANK THE 1%...
 
Councilor Elmore motioned to approve with zero percent and not bank, however, after Council discussion he withdrew his motion.  
 
Mayor Coumbs called for a vote on the motion...motion PASSED...5-2 (Mayor Coumbs and Mayor Pro-Tem Vogt).
 
14. Public Hearing on the Proposed 2018 Budget
 
Mayor Coumbs opened the public hearing at 9:14 pm.
 
Mr. Brodersen reviewed the 2018 Budget.  There being no public comment,
 
Mayor Coumbs closed the public hearing at 9:33 pm.
 
15. Consideration on first reading of an Ordinance on Proposed 2018 Budget
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, ADOPTING THE BUDGET OF THE CITY OF CENTRALIA WASHINGTON, FOR THE YEAR 2018, ADDING AN ADDITIONAL $5,000 TO THE SENIOR CENTER FROM UN-ASSIGNED RESERVES, MAKING THEIR FUNDING $15,000, AND PROVIDING FOR THE EFFECTIVE DATE HEREOF... motion PASSED...7-0.
 
16. Consideration of second reading of an ordinance accepting change in ownership
For Astound Broadband from Wave Holdco, LLVC to Radiate Holdco LLC
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, APPROVING THE INDIRECT CHANGE OF CONTROL OF ASTOUND BROADBAND, LLC D/B/A/ WAVE WITH CONDITIONS AND ESTABLISHING AN EFFECTIVE DATE...motion PASSED...7-0.
 
17. Executive Session to discuss Potential Litigation pursuant to RCW 42.30.110(1)(I).  Expected to last approximately 20 minutes with nothing to report after
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(I), EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 9:50 pm.  City Attorney Shannon Murphy-Olson was present.  The Executive Session was adjourned at 10:30 pm with nothing to report.
