Mayor Coumbs called the meeting to order at 7:02 pm.
 
Pledge of Allegiance 
 
Councilor Vogt led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Elmore, Councilor Greenwood, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Ron Averil, LC Senior Center, addressed the Council and thanked them for funding the Senior Center at $15,000 for the year 2018.
 
Rebecca Staebler, CDA, addressed the Council and spoke on upcoming events.
 
3. Reports
 
Mayor Pro-Tem Vogt - reported he attended the CDA General Meeting and the George Washington fundraiser.
 
Councilor Elmore - reported he attended a Twin Transit meeting.
 
Councilor Greenwood - had no report.
 
Councilor Barnes - reported she attended the George Washington fundraiser and the Christmas tree lighting.
 
Councilor Abbarno - reported he attended the Turkey Trot,, Christmas tree lighting and thanked the CDA for the shop small event.
 
Councilor Luond - reported she attended the Turkey Trot.
 
Mayor Coumbs - reported he attended the George Washington fundraiser and the Christmas tree lighting.  He added that he met with Jim Stafford, the artist creating the George and Mary  Washington statue and has been working on the Borst Park Christmas lights.
 
Kim Ashmore - updated the Council on the Borst Avenue funding award from the State.
 
Rob Hill - updated the Council on the Severe Weather Shelter.
 
4. Consent Agenda

c. Consideration of meeting minutes for November 14, 2017

$24,000.00 implementation and $7,560.00 annual ongoing

5. Consideration of Rotary Club's vision for Riverside Park 
 
Community Development Director Emil Pierson and Rotarian Julie Shaffley addressed the Council and reviewed the vision for renovating Rotary Park.
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE ROTARY CLUBS VISION FOR RIVERSIDE PARK...motion PASSED...7-0.
 
6. Consideration of Lodging Tax Fund grant allocations
 
Finance Director Bret Brodersen presented the item to Council.  After Council discussion and concern with the proposed funding to the Chamber, Discover Lewis County and the Fox Theatre, 
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR ABBARNO, TO SEND THE PROPOSED ALLOCATIONS BACK TO THE COMMITTEE FOR RECONSIDERATION...motion PASSED...6-1 (Mayor Coumbs).
 
7. Consideration on first reading of an ordinance amending Title 20 Zoning
 
Mr. Pierson addressed the Council and reviewed the proposed changes.  Councilor Abbarno suggested adding language giving staff discretion to extend deadlines in extenuating circumstances in section #2.  Mr. Pierson stated that would be added for second reading.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE (C.M.C) TITLE 20 ENTITLED ZONING BY AMENDING SECTIONS 20.02.040, 20.02.060, 20.02.100, 20.02.140, 20.09.010, 20.10.020, 20.12.020, 20.14.020, 20.16.020, 20.18.020, 20.19.020, 20.28.030, 20.63.105, 20.72.020 AND 20.84.020 WITH THE ADDITION OF THE EXTENUATING CIRCUMSTANCE WORDING FOR THE SECOND READING AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
8. Consideration on first reading of an ordinance amending Title 16 Environment
 
Mr. Pierson reviewed the proposed amendments to the Council and audience.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE (C.M.C) TITLE 16 ENTITLED ENVIRONMENT BY AMENDING SECTIONS 16.08.030, 16.16.090, 16.16.100, 16.16.110, 16.16.120, 16.16.160, 16.17.040, 16.17.050, AND 16.17.120 AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
9. Consideration on first reading of an ordinance amending the 2017 Budget
 
Finance Director Bret Brodersen reviewed the proposed changes with the Council and audience.
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING THE 2017 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...7-0.
 
10. Consideration on second reading of an Ordinance amending CMC Chapter 2.10 Disclosure of Public Records
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON,  AMENDING CMC CHAPTER 2.10 ENTITLED DISCLOSURE OF PUBLIC RECORDS AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
11.. Consideration on second reading of an Ordinance amending CMC Chapter 11.28 Truck Travel Prohibited
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, AMENDING CMC CHAPTER 11.28 ENTITLED TRUCK TRAVEL - PROHIBITED, SECTION 11.28.020 (PASSAGE ON CERTAIN STREETS) AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
12. Consideration on second reading of an Ordinance establishing an Internal Service Fund for Information Technology Activities
 
COUNCILOR ELMORE MOVED, SECONDED BY COUNCILOR GREENWOOD, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA WASHINGTON, ESTABLISHING AN INTERNAL SERVICE FUND TO ACCOUNT FOR INFORMATION TECHNOLOGY ACTIVITIES...motion PASSED...7-0.
 
13. Final Public hearing on the Proposed 2018 Budget
 
Mr. Brodersen briefly reviewed the budget ordinance for the Council and audience.
 
Mayor Coumbs opened the public hearing at 8:51 pm.

Mayor Coumbs closed the public hearing at 8:51 pm.
 
14. Consideration on second reading of an Ordinance setting the 2018 Property Tax Levy
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE , TO APPROVE ON SECOND READING AN ORDINANCE SETTING A ZERO PERCENT PROPERTY TAX LEVY AND TO BANK THE 1%...motion PASSED...motion PASSED...6-1 (Mayor Coumbs).
 
15. Consideration on second reading of an Ordinance on Proposed 2018 Budget
 
COUNCILOR GREENWOOD MOVED, SECONDED BY COUNCILOR ELMORE, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, ADOPTING THE BUDGET OF THE CITY OF CENTRALIA WASHINGTON, FOR THE YEAR 2018,  AND PROVIDING FOR THE EFFECTIVE DATE HEREOF... motion PASSED...7-0.
