Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Councilor Barnes led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor McGee, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR SHANNON, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Paul Brown, Portland Or, addressed the Council and spoke on Our George Washington events.
 
3. Presentations
a. Centralia School District Levy - Mark Davalos
 
Mr. Davalos addressed the Council and spoke on the Centralia School projects and the upcoming Learning Levy.
 
4. Reports
 
Councilor Abbarno - reported he attended the Centralia College Foundation Economic Report meeting, Chamber Banquet, a Pacific Science Center event at Edison Elementary and noted he would be participating in the Polar Plunge fundraiser for Special Olympics.
 
Councilor Barnes - reported she attended an Our George Washington celebration meeting and the Chamber Banquet.
 
Councilor Luond - reported she attended a Centralia Port meeting.
 
Councilor McGee - reported he attended a Young Professionals of Lewis County meeting and the Chamber Banquet.
 
Councilor Staebler - reported she attended the 2nd and 3rd sessions of the Downtown Merchant Academy with the Centralia Police Department.
 
Mayor Pro-Tem Vogt - reported that there will be a City Council Workshop on February 13, 2018 at 6:00 pm with the Chamber to discuss future funding.
 
Mayor Coumbs - reported that he spent Martin Luther King Day in Tacoma at an event and assisted in transporting the Our George Washington clay statue to Tacoma for the next step in its competition.
 
Rob Hill - announced that the Council would be meeting in a closed session after the regular meeting to discuss collective bargaining.  He noted that there would be a City Council Workshop on February 27, 2018 at 6:00 pm to review the Council Policies and Procedures.

Breaker testing and Fords Prairie Substation new equipment commissioning

f. Consideration of Consultant services agreement-general surveying service

6. Consideration of Mayor's appointment of Mary Kurtzbein to the Parks Board
 
COUNCILOR BARNES MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE THE MAYOR'S APPOINTMENT OF MARY KURTZBEIN TO THE PARKS BOARD...motion PASSED...7-0.
 
7. Consideration of City Council Committee appointments
 
Mayor Coumbs stated that he changed the representative on the EDC Board to Peter Abbarno and moved himself to the alternate position.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR STAEBLER, TO APPROVE THE MAYOR'S APPOINTMENTS TO THE CITY COUNCIL COMMITTEES...motion PASSED...7-0.
 
8. Consideration of Lodging Tax Advisory Committee Recommendations
 
COUNCILOR BARNES MOVED, SECONDED BY COUNCILOR STAEBLER, TO ACCEPT THE LODGING TAX COMMITTEES RECOMMENDATIONS...
 
COUNCILOR LUOND MOVED, SECONDED BY COUNCILOR ABBARNO, TO AMEND THE MOTION TO APPROVE WITH THE FOLLOWING CHANGES; FULLY FUNDING THE CHAMBER AT $40,000, NO FUNDING TO DISCOVER LEWIS COUNTY, TAKING $5,000 FROM THE CENTRALIA DOWNTOWN ASSOCIATION AND TAKING $5,500 FROM THE FOX THEATRE...motion FAILED...3-4 (Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler and Councilor Barnes).
 
Mayor Coumbs called for a vote on the main motion...motion PASSED...4-3 (Councilor Luond, Councilor Abbarno and Councilor McGee).
 
9. Consideration on first reading of an ordinance adopting the WSDOT 2018 Standard Specifications for road, bridge and municipal construction
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE OF THE CITY OF CENTRALIA WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE SECTION 14.24.010   STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION   DOCUMENT ADOPTED BY REFERENCE AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
