Mayor Coumbs called the meeting to order at 7:04 pm.
 
Pledge of Allegiance 
 
Councilor McGee led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor McGee, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Susan Fabion, library, addressed the Council and updated them on library events.
 
Ray Gleason, Olympia, addressed the Council and stated that he felt some trees in Borst Park were a danger and asked that the play area be closed until they can be removed.
 
3. Presentations
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund addressed the Council and updated them on Lewis County issues and events.
 
4. Reports
 
Councilor Abbarno - reported he attended the workshop, the I-5 Toyota Valentines mixer and participated in the Polar Plunge.
 
Councilor Barnes - reported she attended the EDC Banquet, a Finance Committee meeting and past Mayor Vondean Thompson's funeral.
 
Councilor Luond - reported she attended a Chehalis Basin meeting, Washington Trust for Historic Preservation, Capital Land Trust and the EDC Banquet.
 
Councilor McGee - reported he attended the EDC Banquet.
 
Councilor Staebler - reported she met with the new Twin Transit Director, Derrick Wojcik-Damers, and noted that she is meeting with contractors to begin the process of fixing her building.
 
Mayor Pro-Tem Vogt - reported he attended the EDC Banquet, the workshop, Project Homeless Connect and noted that there will be a band in the Summerfest Parade this year.
 
Mayor Coumbs - reported that he attended former Mayor Vondean Thompson's funeral and a production at the Evergreen Theater.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
6. Public Hearing to discuss the Intent to Annex into the City of Centralia by property 
owners in the Windsor Mobile Home Park area
 
Community Development Director Emil Pierson reviewed the annexation request and noted that the Planning Commissions recommended denial.  Discussion followed pertaining to the fact that there was a property that would be forced into the annexation and would be required to hook up to sewer because he is within 200 feet of the line.  In addition, the Police Department stated that this area would increase their workload.
 
Mayor Coumbs opened the public hearing at 7:45 pm.
 
Rick Stumm, property owner in the annexation request area, addressed the Council and stated that he was against the annexation and it would cause an undue hardship on him because he would be required to hook up to sewer at an estimated cost of $12,000.
 
There being no further public comments,
 
Mayor Coumbs closed the public hearing at 7:46 pm.
 
7. Consideration of a resolution accepting and approving the Intent to Annex into the 
City of Centralia by property owners in the Windsor Mobile Home Park area
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO FOLLOW THE PLANNING COMMISSIONS RECOMMENDATION AND NOT MOVE FORWARD WITH THE ANNEXATION REQUEST...motion PASSED...6-1 (Mayor Coumbs).
 
8. Public Hearing to discuss the Intent to Annex into the City of Centralia by property
owners in the Far View Lane area
 
Community Development Director Emil Pierson reviewed the annexation request and noted that the Planning Commissions recommended denial.  Discussion followed pertaining to a property owner that would be required to forced into the annexation, however, they would not be required to hook up to sewer because they are further than 200 feet from the line. 
Mayor Coumbs opened the public hearing at 7:56 pm.
 
Norm Chapman, 1505 Far View, addressed the Council and spoke in favor of the annexation.
 
There being no further comments, 
 
Mayor Coumbs closed the public hearing at 8:03 pm.
 
9. Consideration of a resolution accepting and approving the Intent to Annex into the 
City of Centralia by property owners in the Far View Lane area
 
Councilor Abbarno stated that due to the fact that the opposing property owner would not have any financial hardship, they would actually benefit from  the annexation, he would like to see this one move forward.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE A RESOLUTION ACCEPTING AND APPROVING THE INTENT TO ANNEX INTO THE CITY OF CENTRALIA BY PROPERTY OWNERS IN THE FAR VIEW LANE AREA...motion PASSED...7-0.
 
10. Consideration of a resolution declaring a special market condition to purchase 
a 2015 Western Star Dump Truck
 
COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE A RESOLUTION DECLARING A SPECIAL MARKET CONDITION TO PURCHASE A 2015 WESTERN STAR DUMP TRUCK...motion PASSED...7-0.
 
11. Consideration on first reading of an ordinance repealing CMC Chapter 5.34 Public Lodging Places
 
City Attorney Shannon Murphy-Olson addressed the Council and stated that due to a US Supreme Court case, this chapter needed to be repealed and our Police Officers would use a standard search warrant process to obtain the information they need from hotel/motel operators.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST READING AN ORDINANCE REPEALING CMC CHAPTER 5.34 PUBLIC LODGING PLACES...motion PASSED...7-0.
 
12. Consideration on second reading of an ordinance adopting the WSDOT 2018 Standard Specifications for road, bridge and municipal construction
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA WASHINGTON, AMENDING CENTRALIA MUNICIPAL CODE SECTION 14.24.010   STANDARD SPECIFICATIONS FOR ROAD, BRIDGE AND MUNICIPAL CONSTRUCTION   DOCUMENT ADOPTED BY REFERENCE AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
13. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b).  Expected to last approximately 15 minutes with nothing to report after
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B), EXPECTED TO LAST APPROXIMATELY 15 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 8:28 pm and was adjourned at 8:43 pm with nothing to report.
