Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
Councilor Barnes led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor McGee, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA WITH THE AMENDMENT OF PULLING ITEM 5J OFF THE CONSENT AGENDA TO BE TAKEN UP SEPARATELY...motion PASSED...7-0.
 
Mayor Coumbs took a moment to apologize for the exchange of words that took place between himself and the Executive Director of the Chamber after the last workshop.  He noted that it was in bad taste and he wanted to apologize to all involved.
 
2. Comments by the Public on Non Agenda Items
 
Peter Lahmann, Centralia, addressed the Council and spoke on Lewis County Historical Museum events and issues.
 
Derrick Wojcik-Damers, Twin Transit, addressed the Council and reported that Lewis County will be holding a Transit Conference soon to discuss the proposed expansion of Twin Transit to countywide.  
 
3. Presentations
a. Flood Authority Update - Ron Averill
 
Col. Averill addressed the Council and updated them on Flood Authority issues.
 
4. Reports
 
Councilor Abbarno - reported he attended the Cascade Mental Health grand opening and the Health and Wellness Fair.  He thanked Mayor Coumbs for his apology related to his actions after the last Workshop with the Chamber.
 
Councilor Barnes - reported she attended a Love Inc fundraiser and the Homeless Connect event.
 
Councilor Luond - had no report.
 
Councilor McGee - thanked Mayor Coumbs for his apology related to his actions after the last Workshop with the Chamber.
 
Councilor Staebler - reported that she had been out of town.  She noted that she had reflected on the opportunities and challenges of Centralia and noticed similarities in other communities during her travels.  She added that the Council needed to be committed to working together and treat one another with respect.   
 
Mayor Pro-Tem Vogt - reported he attended the Cascade Mental Health grand opening and spoke on a Historical Society event coming up on Bigfoot.
 
Mayor Coumbs - thanked Lewis County for cleaning up the Reynolds Rd property and reported on Our George Washington events. 
 
Chief Nielsen - updated the Council on the Cold Weather Shelter.
 
Emil Pierson - updated the Council on the removal of two trees from Borst Park.
 
5. Consent Agenda

c. Consideration of meeting minutes for February 13, 2018

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
j. Consideration of the purchase of a 2018 Vactor Combination Cleaner and Vacuum Truck off of the State Bid list $496,551.39
 
Public Works Director Kim Ashmore addressed the Council and reviewed the background leading up to the need for this purchase.  He noted that they did look into used, however, the savings were minimal considering how much the vehicles were used.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE PURCHASE OF A 2018 VACTOR COMBINATION CLEANER AND VACUUM TRUCK OFF THE STATE BID LIST FOR $496,551.39 motion PASSED...7-0.
 
6. Consideration of an interlocal agreement with Lewis County 911 Communications
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE INTERLOCAL AGREEMENT WITH LEWIS COUNTY 911 COMMUNICATIONS FOR DISPATCHING SERVICES...motion PASSED...7-0.
 
7. Consideration on second reading of an ordinance repealing CMC Chapter 5.34 Public Lodging Places
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE REPEALING CMC CHAPTER 5.34 PUBLIC LODGING PLACES...motion PASSED...7-0.
