Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
Councilor Barnes led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno and Councilor Luond.
 
Absent: Councilor McGee.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
Steve Kopa, Centralia, addressed the Council and updated them on the clean up program he is heading up.
 
Cody Wells, Centralia, addressed the Council and noted that the Spaghetti Feed for People 1st was a huge success.
 
Peter Lahmann, Centralia, addressed the Council and spoke on the Centralia Armistice Tragedy.
 
3. Reports
 
Councilor Abbarno - reported he attended the United Way Chef's Night Out and thanked the United Way for their leadership role in the community.
 
Councilor Barnes - reported she attended the Lewis County Master Builders event and a Chehalis Library event.
 
Councilor Luond - asked the citizens of Centralia to assist with the Clean up efforts.
 
Councilor Staebler - reported she attended a Twin Transit meeting.
 
Mayor Pro-Tem Vogt - reported he attended a Lewis County Master Builders event and spoke on Summerfest.
Mayor Coumbs - reported he attended the Sold Waste meeting, Southwest Washington Air Control Authority, the Billetproof Car Show and spoke on Summerfest.  He also welcomed the new Chronicle Reporter Will Reuben.
 
Chief Nielsen - updated the Council on the ADCOMM Study (Dispatch).
 
Rob Hill - reported on the freeway landscaping project.

5. Public Hearing on the 2019-2024 Six Year Transportation Improvement Program
 
Mayor Coumbs opened the public hearing at 7:57 pm.
 
City Engineer Jan Stemkoski reviewed the 2019-2024 Six Year Transportation Improvement Program with the Council and audience.
 
There being no public comment,
 
Mayor Coumbs closed the public hearing at 7:59 pm.
 
6. Consideration of a resolution approving the 2019-2024 Six Year Transportation
Improvement Program
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE A RESOLUTION ADOPTING THE SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM...motion PASSED...6-0.
 
 
 
7. Consideration of a land acquisition of property adjacent to China Creek
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR ABBARNO, TO AUTHORIZE THE CITY ATTORNEY TO PREPARE THE APPROPRIATE DOCUMENTS TO CONVEY THE PROPERTY TO THE CITY OF CENTRALIA AND AUTHORIZE PAYMENT NO LATER THAN JUNE 30, 2018 TO LEWIS COUNTY FOR THE PAYMENT OF BACK OWED PROPERTY TAXES...motion PASSED...6-0.
 
8. Consideration to apply for the Historic Cemetery Preservation Capital Grant
 
Mr. Pierson and Bob Russell reviewed the grant process with the Council.
 
COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE THE APPLICATION FOR THE HISTORIC CEMETERY PRESERVATION CAPITAL GRANT AND AUTHORIZE THE CITY MANAGER TO SIGN ALL DOCUMENTS...motion PASSED...6-0.
9. Consideration to extend the action of the 1st Reading for an Ordinance amending the City of Centralia Zoning Ordinance Title 20 - Items 2-8
 
COUNCILOR LUOND MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE A TIME EXTENSION UNTIL THE PLANNING COMMISSION CAN MAKE A RECOMMENDATION TO THE COUNCIL ON THE AMENDMENTS TO THE ZONING ORDINANCE ITEMS 2-8 AS REQUIRED...motion PASSED...6-0
 
10. Consideration on first and final reading of an ordinance adopting a Biennial Budget process
 
Finance Director Bret Brodersen addressed the Council and reviewed the proposed ordinance.  
 
COUNCILOR LUOND MOVED, SECONDED BY COUNCILOR ABBARNO, TO APPROVE ON FIRST AND FINAL READING OF AN ORDINANCE ADDING A NEW CHAPTER TO TITLE 3 REVENUE AND FINANCE OF THE CENTRALIA MUNICIPAL CODE (C.M.C.) TO BE ENTITLED 3.02 BIENNIAL BUDGETING AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH ...motion PASSED...6-0.
 
11. Consideration on second reading of an ordinance amending CMC Chapter 13.02
