Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Mayor Pro-Tem Vogt led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
Mayor Pro-Tem Vogt noted that there would be a presentation added to the agenda as item 3b North Lewis County Industrial Access.
 
2. Comments by the Public on Non Agenda Items 
 
Joshua Garing, Centralia, addressed the Council and spoke on the Severe Weather Shelter and the Bike Shop.
 
Deanna Morris, Centralia, addressed the Council and spoke on the need for regulations to either restrict or control fireworks better.
 
Alexis Hardy, library, addressed the Council and spoke on library events.
 
Jan Nontell, Centralia, addressed the Council and spoke on the Summerfest Parade.
 
3. Presentations
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund addressed the Council and updated them on County events.
 
b. North Lewis County Industrial Access - Thera Black
 
Thera Black addressed the Council and updated them on the industrial access.
 
4. Reports
 
Councilor Abbarno - reported he attended Summerfest activities on the 4th of July.
 
Councilor Barnes - reported she attended Summerfest and noted it was the 41st year.
 
Councilor Luond - reported she attended Summerfest and thanked Mayor Coumbs for all his hard work.
 
Councilor Staebler - reported she attended Summerfest.
 
Councilor McGee - reported that the next Lewis County Young Professional's meeting would be July 11th at 5:00 pm at Riverside Gold Course.
 
Mayor Pro-Tem Vogt - reported he attended the AWC Conference and Summerfest.
 
Mayor Coumbs - reported he attended the AWC Conference and Summerfest.  He thanked everyone who helped and those who sponsored portions of Summerfest.
 
Jan Stemkoski - updated the Council on Centralia Station.
 
Rob Hill & Jan Stemkoski - Updated the Council on railroad crossings.
 
Shannon Murphy-Olson - updated the Council on Initiatives and Referendums.
 
Emil Pierson - updated the Council on the seats at Wheeler Field.
 
 5. Consent Agenda
a. Voucher Approval   July 10, 2018 - This information will be made available on Thursday, July 5, 2018
b. Payroll Approval   July 5, 2018 #134854-134938 and direct deposits #35771-35935 $1,418,282.77
c. Consideration of meeting minutes for June 26, 2018 
d. Consideration of a small works bid   2018 Tree Removal $9,846.20 
e. Consideration of a small works change order #1 and final acceptance   Sanitary Sewer CIPP Spot Repair - $83,184.81
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGHIE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
6. Consideration of Mayor's appointment of Jakob McGhie to the Planning Commission
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE MAYOR'S APPOINTMENT OF JAKOB MCGHIE TO THE PLANNING COMMISSION...motion PASSED...7-0.
 
 
 
7. Consideration of a resolution setting a public hearing date before the Planning Commission regarding a petition to vacate Brotherson Road  
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE A RESOLUTION SETTING A HEARING DATE OF AUGUST 9, 2018 TO HEAR A PETITION TO VACATE ALL OF BROTHERSON ROAD...motion PASSED...7-0.
