Mayor Coumbs called the meeting to order at 7:03 pm.
 
Pledge of Allegiance 
 
Councilor Luond led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
George Dodd, Chehalis, addressed the Council and spoke on the Southwest Washington Fair and the Veteran's Relief Fund.
 
Holly Phelps, Centralia, addressed the Council and thanked the City for their help in funding the Antique Fest.
 
Chris Chrzan, library, addressed the Council and spoke on their Adult Services at the library.
 
3. Reports
 
Cameron McGee - reported he attended a Fox Theatre meeting.
 
Councilor Abbarno - reported he attended National Night Out, the George Washington Statue Dedication, Power of the Purse, Chamber Forum and met with members of the Reliable Enterprise's program SPARK.  He added that the school supply fundraiser is still going..
 
Councilor Barnes - reported she attended National Night Out, Finance Committee, the George Washington Statue Dedication and the opening of the fair.
 
Councilor Luond - spoke on all of the construction going on along Galvin Road.
 
Councilor Staebler - reported she attended Power of the Purse and a CDA Board meeting.
 
Mayor Pro-Tem Vogt - reported he attended the Historical Society pancake breakfast and hot dog lunch, National Night Out, Antique Fest, the George Washington Statue Dedication, Chamber Forum and the opening of the fair.
 
Mayor Coumbs - reported he attended the opening of the fair and the George Washington Statue Dedication.
 
Shannon Murphy-Olson - spoke on records management.
 
Rob Hill - spoke on the Centralia Foundation's school supply drive and thanked those who have donated.

6. Public Hearing related to the 2018 Electric Utility Resource Plan
 
City Light Director ML Norton reviewed the plan with the Council and audience.
 
Mayor Coumbs opened the public hearing at 7:56 pm.

Mayor Coumbs closed the public hearing at 7:56 pm.
 
7. Consideration of Smart Meter Change Out Program 2019-2023-$1,072,276.60
 
Mr. Norton reviewed the Smart Meter program with the Council and audience.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE THE LOW BID FROM GENERAL PACIFIC FOR THE REPLACEMENT OF THE METERS PRESENTLY USED ON THE SYSTEM IN THE AMOUNT OF $1,072,276.60 ...motion PASSED...7-0.
 
8. Consideration of a resolution supporting the Aquifer Early Warning Detection Program
 
Public Works Director Kim Ashmore reviewed the background and process of the grant with the Council and audience.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE A RESOLUTION APPLYING TO THE FEDERAL BUREAU OF RECLAMATION FOR A WATERSMART GRANT FOR FUNDING ASSISTANCE FOR THE AQUIFER EARLY WARNING DETECTION PROGRAM AND COMMITTING THE CITY OF CENTRALIA TO THE FINANCIAL AND LEGAL OBLIGATIONS ASSOCIATED WITH THE RECEIPT OF A FINANCIAL ASSISTANCE AWARD FROM THE BUREAU...motion PASSED...7-0.
 
9. Consideration of a resolution authorizing the Finance Director to designate certain
expenditures for potential reimbursement from bonds that may be authorized and 
approved for issuance by the City Council in the future
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE A RESOLUTION AUTHORIZING THE FINANCE DIRECTOR TO DESIGNATE CERTAIN EXPENDITURES FOR POTENTIAL REIMBURSEMENT FROM BONDS THAT MAY BE AUTHORIZED AND APPROVED FOR ISSUANCE BY THE CITY COUNCIL IN THE FUTURE...motion PASSED...7-0.
 
10. Consideration on first reading of an ordinance updating the Comprehensive 
Growth Management Plan and Land Use Map for the City of Centralia
 
Community Development Director Emil Pierson reviewed the proposed land use changes with the Council and noted that the Planning Commission and staff were in agreement.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE ON FIRST READING AN ORDINANCE UPDATING THE COMPREHENSIVE GROWTH MANAGEMENT PLAN AND LAND USE MAP FOR THE CITY OF CENTRALIA...motion PASSED...7-0.
 
11. Executive Session to discuss the City Manager's evaluation pursuant to 
RCW 42.30.110 (1)(g) and Potential Litigation pursuant to RCW 42.30.110(1)(I).
Expected to last 30 minutes with nothing to report after
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS THE CITY MANAGER'S EVALUATION PURSUANT TO RCW 42.30.110(1)(G) AND POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(I); EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 8:46 pm and adjourned at 9:16 pm with nothing to report.
