Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
   Dan Rich led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor Barnes and Councilor Luond.
 
Absent: Councilor McGee.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
Lisa Striedinger, Centralia, addressed the Council and spoke on homelessness and the need for shelters.
 
Steven Hubbard, addressed the Council and spoke on homelessness.
 
Trygve "TJ" Nelson, Centralia, addressed the Council and spoke on homelessness.
 
Ron Averill, Centralia, addressed the Council and gave a Flood Authority funding update. 
 
Rita Finegan, Centralia, addressed the Council and spoke against the Food Testing Lab on Tower Ave.
 
Steve Kopa, Centralia, addressed the Council and reported on the cruise, city cleanup and homelessness in downtown.
 
3. Proclamations
 
a. Centralia Arbor Day
Mayor Pro-Tem Vogt read the proclamation into the record and Emil Pierson accepted it.
 
4. Reports
 
Councilor Abbarno - reported he attended a Human Response Network event, the DOE/Army Corp public meeting, the EDC Luncheon and requested that the Design and Development Guidelines come before the Council for review.
 
Councilor Luond - reported she attended a Lodging Tax Advisory Committee meeting, a Port of Centralia meeting, the Entrance meeting with the Auditors and spoke on the Discovery Trail.
 
Councilor Staebler - reported she attended a meeting with the CDA and Twin Transit.
 
Councilor Barnes - had no report.
 
Mayor Pro-Tem Vogt - reported he attended a LC Historical Society meeting.
 
Mayor Coumbs - updated the Council on the Landfill Closure and Superfund Site.
Todd Chaput - updated the Council on the Sports Hub.

6. Consideration to amend the City Council Policies and Procedures
 
COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO  AMEND THE CITY COUNCIL RULES AND PROCEDURES UNDER CHAPTER 5 ADVISORY BOARDS; SECTION 5.02.7, TO ALLOW THE HISTORIC PRESERVATION AND PLANNING COMMISSION MEMBERS TO SERVE ON BOTH BOARDS IF NEEDED...motion PASSED...6-0.
 
 
7. Consideration of a Ground Lease extension with Quality Inn (1003 Eckerson)
 
COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE A GROUND LEASE EXTENSION WITH QUALITY INN AT 1003 ECKERSON AND AUTHORIZE THE CITY MANAGER TO SIGN SAID LEASE...motion PASSED...6-0.
 
8. Consideration on second reading of an ordinance amending the Zoning Map and Text
 
COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE CMC TITLE 20 ZONING BY AMENDING SECTION 20.06.285 ENTITLED DWELLING, MULTIPLE-FAMILY; AND SECTION 20.09.020 ZONING MAP AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...6-0.
 
9. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b).  Expected to last approximately 20 minutes with nothing to report after.
 
COUNCILOR ABBARNO MOVED, SECONDED BY MAYOR PRO-TEM VOGT, TO GO INTO EXECUTIVE  SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B); EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...6-0..
 
The Executive Session was called to order at 8:30 pm and adjourned at 8:50 pm, with nothing to report.
