Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Peter Lahmann led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor McGee, Councilor Barnes and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Peter Lahmann, Centralia, addressed the Council and spoke on an Armistice Day tragedy future event.
 
Darren Nienaber, addressed the Council and spoke on development.
 
Holly Phelps, Centralia, addressed the Council and spoke on upcoming events in downtown.
 
Stacey Kaech, Centralia, addressed the Council and noted her continued concern with the Discovery Trail access on Goodrich Rd.
 
Terry Hazel, Centralia, addressed the Council and noted concern with the Discovery Trail access on Goodrich Rd.
 
3. Reports
 
Councilor Abbarno - noted that the Tractor Parade will be held on December 8th, the EDC Smart Tank will be held on December 7th and asked citizens to contact the Public Works Office regarding the leaf pick up program.
.
Councilor Luond - reported she attended the Port of Centralia meeting and requested that  the Council discuss changing the Council meeting times to earlier.
 
 
Councilor Staebler - reported she attended a Twin Transit and CDA meeting.  She requested a Workshop with Twin Transit after the first of the year and spoke on Give Local programs.
 
Councilor Barnes - reported she attended the Tree Lighting ceremony.
 
Councilor McGee - reported he attended a Young Professionals meeting. 
 
Mayor Pro-Tem Vogt - reported he attended a Historical Society meeting and the Tree Lighting ceremony.
 
Mayor Coumbs - reported he attended thank staff for getting all of the holiday lights up and noted that the Borst Park light would be running December 7-25 from 5:30-9:00 pm.
 
Kim Ashmore - spoke on the 2018 TBD completed projects..
 
Marc Baine - spoke on citywide high speed internet access.
 
Rob Hill - spoke on the process for a City Council wage adjustment.

5. Consideration of Centralia Streetscape Project/Scope and Financing
 
Mr. Hill reviewed the project, scope and financing with the Council and audience.  Discussion followed.
 
COUNCILOR STAEBLER, SECONDED BY COUNCILOR MCGEE, TO AUTHORIZE STAFF TO PREPARE DOCUMENTS FOR COUNCIL APPROVAL THAT PROVIDE FOR DEBT ISSUANCE IN THE AMOUNT OF $4,000,000 TO FUND A CENTRALIA STREETSCAPE PROJECT AND FOX THEATRE IMPROVEMENTS...motion PASSED...5-2 (Councilor Barnes and Councilor Luond).
 
6. Consideration on first reading of an ordinance adding CMC Section 15.22 Susan 
and Scott Street Sewer Reimbursement Program
 
Mr. Ashmore and Ms. Murphy-Olson addressed the Council and reviewed the proposed program.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE ADDING A NEW CHAPTER TO TITLE 15-WATER AND SEWERS, ENTITLED CHAPTER 15.22-SUSAN AND SCOTT STREET SEWER REIMBURSEMENT PROGRAM FOR PROPERTY LOCATED IN CENTRALIA, LEWIS COUNTY WASHINGTON...motion PASSED...7-0.
 
7. Consideration on first reading of an ordinance amending the 2018 Budget
 
Mr. Brodersen reviewed the proposed amendments with the Council and audience.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2018 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...7-0.
 
8. Consideration on second reading of an ordinance amending CMC Chapter 20.28 -
C-2 Commercial Zoning District
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE ADDING A NEW SECTION TO CHAPTER 20.28 - C-2 HIGHWAY COMMERCIAL DISTRICT OF THE CENTRALIA MUNICIPAL CODE AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
9. Consideration on second reading of an Ordinance amending CMC Chapter 18.04 - 
Building Regulations-International Property Maintenance Code
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CMC CHAPTER 18.04.010(F)   THE INTERNATIONAL PROPERTY MAINTENANCE CODE, ADDING A NEW SECTION TO CHAPTER 18.04   ADOPTION OF INTERNATIONAL BUILDING CODES AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
10. Consideration on second reading of an Ordinance amending CMC Chapter 2.18 -
Hearings Examiner - Powers

 2.18.090 - ENTITLED HEARING EXAMINER-POWERS AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
11. Consideration on second reading of an Ordinance setting the 2019 Property 
Tax Levy
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR BARNES, TO APPROVE ON SECOND READING OF AN ORDINANCE SETTING THE 2019 PROPERTY TAX LEVY AT A 1% INCREASE...motion PASSED...4-3 (Councilor Abbarno, Councilor McGee and Councilor Luond).
 
12. Final public Hearing on the Proposed 2019-2020 Biennial Budget
 
Mayor Coumbs opened the public hearing at 9:06 pm.
 
Ron Averill, Centralia, addressed the Council and thanked the Council for their continued support of the Senior Center.
 
Peter Lahmann, Centralia, addressed the Council and complimented staff on the layout of the budget and spoke on the process of future projects.
 
There being no further public comment,
 
Mayor Coumbs closed the public hearing at 9:09 pm.
 
13. Consideration on second reading of an Ordinance on Proposed 2019-2020 Biennial Budget
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE,  TO APPROVE ON SECOND READING AN ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON, ADOPTING THE BUDGET OF THE CITY OF CENTRALIA WASHINGTON, FOR THE YEAR 2019-2020 INCLUDING AN INCREASE IN THE COMMUNITY PROJECTS LINE ITEM BY AN AMOUNT OF $7,072.11, AND PROVIDING FOR THE EFFECTIVE DATE HEREOF
 
Discussion followed regarding the Main Street Program and how that money is allocated and used.  In response to Councilor Staebler's question, Councilor Abbarno stated that it was his intention to earmark the $7,072.11, which is the amount of the increase from property taxes, ti the Community Projects line item for a use to be identified at a later date by Council.
 
Mayor Coumbs called for a vote on the motion...motion PASSED...4-3 (Mayor Pro-Tem Vogt, Councilor Staebler and Councilor Barnes).
 
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE RECOMMENDATION FOR THE COMMUNITY PROJECTS ALLOCATIONS AS PRESENTED...motion PASSED...7-0.
