Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Members of the Emmanuel Lutheran Boy Scout Troop led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor McGee, Councilor Barnes and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Paul Olsen, LC Work Opportunities, presented the City of Centralia with benches as a thank you.
 
Linda Conroy, library, addressed the Council and updated them on library issues.
 
Trygue Nelson, Centralia, addressed the Council and spoke on his service dog not being allowed in the Severe Weather Shelter.
 
Lisa Striedinger, Centralia, addressed the Council and asked for help with resources for the homeless.
 
Jan Nontell & Bob Mohrbacher, CDA, addressed the Council and reported on their last year of events.
 
James Tessendorf, Centralia, addressed the Council and spoke about the effect the Horner Development project will have on him with the mandatory utility hook-up.
 
3. Presentations
 
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund addressed the Council and updated them on County issues.
 
4. Reports
 
Councilor Abbarno - reported he attended the Tractor Parade and spoke on a variety of school events and the severe weather shelter needs.
.
Councilor Luond - reported she attended a Police Community meeting in her district.
 
Councilor Staebler - reported she attended a meeting of the CDA, the Tractor Parade and thanked staff or cleaning up the streets quickly.
 
Councilor Barnes - reported she attended a WWII Celebration and dinner at the Historic Museum.  
 
Councilor McGee - reported he has been attending Lewis County Business Week at Centralia College.
 
Mayor Pro-Tem Vogt - reported he attended a meeting with his constituents, the Tractor Parade and the Borst Park lights.
 
Mayor Coumbs - reported he attended the Tractor Parade.
 
Emil Pierson and Judy Bell - addressed the Council and spoke on the Seminary Hill Natural Area.
 
Emil Pierson - addressed the Council and updated them on the Hazard Mitigation and NFIP/CRS Program.
 
Rob Hill - addressed the Council and spoke on the North Lewis County Industrial Access Stakeholder meeting and noted he met with some of the residents of the Goodrich Road neighborhood.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED..motion PASSED...7-0.
 
6. Consideration of Hotel/Motel Lodging Tax Fund Grant Allocations
 
Finance Director Bret Brodersen reviewed the committee's allocation proposals with the Council.  Discussion followed.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE RECOMMENDATIONS FROM THE LODGING TAX ADVISORY COMMITTEE FOR THE GRANT ALLOCATIONS AS PRESENTED...motion PASSED 4-3 (Mayor Pro-Tem Vogt, Councilor Barnes and Councilor Staebler).
 
7. Consideration to remove certain Widgeon Hill properties out of the City's UGA 
and serve the area in the future with water
 
COUNCILOR LUOND MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE REQUEST TO REMOVE 809.09 ACRES FROM THE CITY URBAN GROWTH BOUNDARY KNOWN AS WIDGEON HILL AND INSTRUCT STAFF TO FILE AN APPLICATION TO LEWIS COUNTY TO BEGIN THE PROCESS...motion PASSED 6-0 (Councilor Abbarno abstained).
 
8. Consideration of Lewis County Solid Waste Disposal District #1 Host Fee 
Agreement/Transfer Station Lease Agreement
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE TRANSFER STATION LEASE AGREEMENT WITH LEWIS COUNTY SOLID WASTE DISPOSAL DISTRICT #1 AND AUTHORIZE THE CITY MANAGER TO SIGN SAID AGREEMENT...motion PASSED...7-0.
 
9. Public hearing related to the surplus of personal property
 
Mayor Coumbs opened the public hearing at 8:53 pm.

10. Consideration of a resolution declaring certain personal property surplus
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY TO BE SURPLUS AND AUTHORIZE AND DIRECT STAFF TO DISPOSE OF SAID PROPERTY BY AUCTION OR NEGOTIATED SALE TO OBTAIN THE HIGHEST AND BEST PRICE FOR THE SAME...motion PASSED...7-0.
 
11. Public hearing related to the surplus of real property
 
Mayor Coumbs opened the public hearing at 8:55 pm.

12. Consideration of a resolution declaring certain real property surplus
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION DECLARING CERTAIN REAL PROPERTY TO BE SURPLUS AND DISPOSE OF SAID PROPERTY...motion PASSED...7-0.
 
13. Consideration on second reading of an ordinance adding CMC Section 15.22 Susan 
and Scott Street Sewer Reimbursement Program
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE ADDING A NEW CHAPTER TO TITLE 15-WATER AND SEWERS, ENTITLED CHAPTER 15.22-SUSAN AND SCOTT STREET SEWER REIMBURSEMENT PROGRAM FOR PROPERTY LOCATED IN CENTRALIA, LEWIS COUNTY WASHINGTON...motion PASSED...7-0.
 
14. Consideration on second reading of an ordinance amending the 2018 Budget
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2018 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...7-0.
 
15. Consideration of cancelling the December 25, 2018 City Council meeting and authorizing the Finance Committee to approve the vouchers for said date
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO CANCEL THE DECEMBER 25, 2018 CITY COUNCIL MEETING AND AUTHORIZE THE FINANCE COMMITTEE TO APPROVE THE VOUCHERS FOR SAID DATE...motion PASSED...7-0.
 
16. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b).  Expected to last approximately 30 minutes with nothing to report after.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN INTO EXECUTIVE SESSION AT TO DISCUSS REAL ESTATE PURSUANT TO rcw 42.30.110(1)(B) EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session began at 9:10 pm and adjourned at 9:40 pm with no action to be taken.
