Mayor Coumbs called the meeting to order at 7:03 pm.
 
Pledge of Allegiance 
 
Councilor McGee let the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor McGee, Councilor Barnes and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AMENDED AGENDA WITH THE CHANGING THE AMOUNT OF TIME NEEDED FOR THE EXECUTIVE SESSION TO 20 MINUTES..motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Elizabeth Cameron, Centralia, addressed the Council and spoke on the speeding and high traffic volume on West First Street and turned in a letter with several signatures.
 
Susan Faubian, library, address the Council and updated them on their 2018 accomplishments.
 
Teri Zambon, CDA, addressed the Council and introduced herself ans the new Executive Director of the Centralia Downtown Association.
 
3. Presentations
 
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund addressed the Council and updated them on County issues.
 
4. Reports
 
Councilor Abbarno - wished Centralia a happy 144th birthday and thanked the Police Department for all they do.  He also thanked Ms. Cameron for coming and voicing her concerns.
 
Councilor Luond - had no report.
 
Councilor Staebler - reported she was looking forward to working with Teri Zambon.  She added Twin Transit would be taking the lead on setting up a workshop with the Council.
 
Councilor Barnes - reported she enjoyed the holidays and thanked Ms. Cameron for coming and talking about her concerns with First Street.
 
Councilor McGee - reported the Young Professionals would be meeting tomorrow from 5:00 - 7:00 pm at the Tiki Tap House.
 
Mayor Pro-Tem Vogt - wished everyone a Happy New Year.
 
Mayor Coumbs - thanked everyone who made the Lights at Borst Park a huge success.
Rob Hill - addressed the Council and gave an update on the Discovery Trail.

6. Consideration of a resolution waving bidding requirements and declaring a single 
source to purchase a pump for the Mellen Street Lift Station 
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION WAIVING BIDDING REQUIREMENTS AND DECLARING A SINGLE SOURCE FOR THE PURCHASE A PUMP FOR THE MELLEN STREET LIFT STATION...motion PASSED...7-0.
 
7. Consideration on first reading of an ordinance amending CMC Chapter 20.65

Community Development Director Emil Pierson addressed the Council and noted that this was brought to them at the request of the petitioner Dick Watkins.
 
Dick Watkins, Centralia, addressed the Council and spoke in favor of the amendment to the zoning code.
Ron Greenwood, Centralia, addressed the Council and spoke in favor of the amendment to the zoning code.
 
Mike Trobman, Olympia, addressed the Council and spoke in favor of the amendment to the zoning code.
 
Jerry Antonelli, Centralia, addressed the Council and spoke in favor of the amendment to the zoning code.
 
Jenna Rodriguez, Chehalis, addressed the Council and spoke in favor of the amendment to the zoning code.
 
Ed Petersen, Centralia School District, addressed the Council and spoke against the amendment to the zoning code.
 
Candice Richards, Centralia, addressed the Council and spoke against the amendment to the zoning code.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR LUOND, TO DENY THE REQUEST TO AMEND THE ZONING FOR RECREATIONAL MARIJUANA...motion PASSED...5-2 (Councilor Staebler and Councilor McGee).
 
8. Consideration on first reading of an ordinance repealing CMC Chapter 16.08 Shoreline Management Master Program and replacing it with a new Chapter 16.08 City of Centralia Shorelines Master Program
 
Mr. Pierson reviewed the proposed ordinances with the Council and audience.  Brief discussion followed.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE ADOPTING THE SHORELINE MASTER PROGRAM...motion PASSED...7-0.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE REPEALING IN ITS ENTIRETY CENTRALIA MUNICIPAL CODE CHAPTER 16.08 ENTITLED SHORELINE MANAGEMENT MASTER PROGRAM AND REPLACING IT AS CHAPTER 16.08 ENTITLED CITY OF CENTRALIA SHORELINES MASTER PROGRAM AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
 
9. Consideration of a resolution declaring an emergency and waiving bidding requirements for repair to the Yelm Spillway #3
 
City Light Director ML Norton addressed the Council and noted this resolution was before them due to an event that happened over the weekend at the Yelm Plant due to a severe windstorm.  He added that the transmission line tripped and excessive debris clogged the Spillway #3 resulting in water being discharged from the vent pipe which then cause excessive erosion to the hillside. In order to continue normal operation of the Yelm Hydro project, the damage needs to be assessed and repairs need to be designed and implemented in the shortest time frame possible.
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION PROVIDING THAT AN EMERGENCY EXISTS AND TO WAIVE THE STATE REQUIREMENTS FOR COMPETITIVE BIDDING REQUIREMENTS TO REPAIR YELM SPILLWAY #3...motion PASSED...7-0.
10. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(c).  Expected to last approximately 30 minutes with possible action taken after

The Executive Session began at 9:10 pm and adjourned at 9:30 pm.
 
Mayor Coumbs called the meeting back to order at 9:33 pm.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A PURCHASE AND SALE AGREEMENT FOR THE PROPERTY LOCATED AT 315 WAGNER ROAD IN THE AMOUNT OF $260,000...motion PASSED...7-0.
