Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Councilor Barnes  led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor McGee, Councilor Barnes and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Peter Lahmann, Centralia, addressed the Council and spoke on upcoming events at the Lewis County Historical Museum.  
 
3. Reports
 
Councilor Abbarno - reported he attended a Lewis County People 1st meeting, the Chamber Business After Hours and the EDC Banquet.
 
Councilor Luond - had no report.
 
Councilor Staebler - reported on the Centralia Downtown Association.
 
Councilor Barnes - had no report.
 
Councilor McGee - had no report.
 
Mayor Pro-Tem Vogt - reported he attended the EDC Banquet, Historical Society meeting and the Centralia Tragedy meeting.
 
Mayor Coumbs - congratulated Peter Abbarno on being honored at the EDC Banquet.
 
ML Norton - updated the Council on the Yelm Spillway #3.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.

5. Consideration to direct staff to instruct DES to commence with an Investment 
Grade Audit on the Outdoor Pool
 
Community Development Director Emil Pierson, Steve Butros (DES) and David McCaughey (Ameresco) addressed the Council and reviewed the audit and the process.  Discussion followed.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO DIRECT CITY STAFF TO WORK WITH THE WASHINGTON STATE DEPARTMENT OF ENTERPRISE SERVICES (DES) INSTRUCTING THEM TO COMMENCE WITH AN INVESTMENT GRADE AUDIT (IGA) ON THE OUTDOOR POOL AND RECOMMEND TO DES THAT AMERESCO CONDUCT THE AUDIT...motion PASSED...7-0.

6. Consideration of changes to the Design and Development Guidelines and 
Standards
 
COUNCILOR ABBARNO MOVED, SECONDED BY MCGEE,  TO DIRECT STAFF TO PREPARE A RESOLUTION FOR THE NEXT MEETING ADOPTING A NEW SECTION TO BE ADDED TO THE DESIGN AND DEVELOPMENT GUIDELINES FOR ALTERNATIVE ROADWAY SECTIONS, TO BE BROUGHT BACK AT THE NEXT CITY COUNCIL MEETING...motion PASSED...6-1 (Councilor Barnes).
 
 
 
7. Consideration on first reading of an ordinance authorizing the issuance of 
Limited Tax General Obligation Bonds
 
Finance Director Bret Brodersen, Nancy Nerras and Scott Bowers addressed the Council and reviewed the ordinance with the Council.
 
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE RELATED TO CONTRACTING INDEBTEDNESS; PROVIDING FOR THE ISSUANCE, SALE AND DELIVERY OF NOT TO EXCEED $4,200,000 AGGREGATE PRINCIPAL AMOUNT OF LIMITED TAX GENERAL OBLIGATION BONDS TO PROVIDE FUNDS TO FINANCE STREETSCAPE PROJECTS, IMPROVEMENTS TO THE FOX THEATRE AND OTHER CAPITAL IMPROVEMENTS, AND TO PAY THE COSTS OF ISSUANCE OF THE BONDS; FIXING OR SETTING PARAMETERS WITH RESPECT TO CERTAIN TERMS AND COVENANTS OF THE BONDS; APPOINTING THE CITY'S DESIGNATED REPRESENTATIVE TO APPROVE THE FINAL TERMS OF THE SALE OF THE BONDS AND PROVIDING FOR OTHER RELATED MATTERS...motion PASSED...6-1 (Councilor Barnes).
8. Consideration on second reading of an ordinance amending CMC Chapter
18.04, Fire Code Permit, Plan Review and Inspection Fees
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTION 18.04.030-FIRE CODE PERMIT, PLAN REVIEW AND INSPECTION FEES AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...7-0.
9. Consideration on second reading of an ordinance amending CMC Section 
2.02.040 Council Position Salaries
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR BARNES, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING CENTRALIA MUNICIPAL CODE SECTION 2.02.040-COUNCIL POSITION SALARIES AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...motion PASSED...4-3 (Councilor Luond, Councilor Abbarno and Councilor Staebler).
10. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b) & .
Expected to last approximately 30 minutes with nothing to report after.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B) & (C); EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
 
 
Mayor Coumbs called the Executive Session to order at 8:20 pm and adjourned it at 8:50 pm.
