Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Shannon Murphy-Olson led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor McGee, Councilor Barnes and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Joyce Hoerling, Centralia, addressed the Council and asked the city to clean up around Hayes Lake and thanked them for the funding for the pool audit.
 
3. Reports
 
Councilor Abbarno - reported he attended the EDC Board meeting and spoke on the upcoming Landlord Mitigation Seminar and the Little League Opening day.
 
Councilor Luond - spoke on the need to encourage city-wide clean-ups during the CDA Spring Clean-up event on the first weekend in May.  She also noted her appreciation for all volunteers in the community.
 
Councilor Staebler - reported she attended meetings of the CDA, Main Street Association and Twin Transit.  She updated the Council and community on her building and the process to date.
 
Councilor Barnes - had no report.
 
Councilor McGee - had no report.
 
Mayor Pro-Tem Vogt - reported he attended the Historical Society meeting, a ribbon cutting and the Fox Theatre Volunteer Appreciation Night.
 
Mayor Coumbs - reported he attended the Fox Theatre Volunteer Appreciation Night and the Two Town Tuners.
 
Emil Person - updated the Council on the Wheeler Field Bleachers and the Splash Pad.
 
Kim Ashmore - updated the Council on the Borst Avenue project.
 
Rob Hill - updated the Council on the Greenwood Cemetery.
 
4. Consent Agenda
a. Voucher Approval for March 26, 2019 #220461-220638 $2,348,654.56
b. Payroll Approval for March 20, 2019 #135515-135521 and direct deposits #37973-38066 $134,915.00
c. Consideration of meeting minutes for March 12, 2019
d. Consideration of final acceptance-Train Depot Fence $15,229.15
e. Consideration of final acceptance-Tree Removal & Trimming $20,215.81

g. Consideration of Change Order #2-Goods & Services Agreement with Virginia Transformer extending the completion date to March 1, 2020

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
5. Consideration of a funding request from Reliable Enterprises
 
Councilor Abbarno stated that he requested this item be on the agenda for a funding consideration out of the Community Organizations line item in the budget in the amount of $8,000 to Reliable Enterprises for their Rent Well Program.  
 
Bret Mitchell and Pat Soderquist addressed the Council on behalf of Reliable Enterprises and reviewed their program in detail.   Discussion followed.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, THAT THE CITY OF CENTRALIA AWARD RELIABLE ENTERPRISE $8,000 FROM THE SPECIAL APPROPRIATIONS FUND OF THE 2019 BUDGET...motion PASSED...6-1 (Councilor Barnes). 
6. Consideration on first reading of an ordinance amending the 2019 Budget
 
Finance Director Bret Brodersen reviewed the budget amendments for the Council and audience.   Brief discussion followed. 
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2019 - 2020 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...7-0.
7. Consideration on second reading of an ordinance creating a Depot Fund
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE ESTABLISHING A NEW FUND TO BE ENTITLED THE DEPOT FUND...motion PASSED...7-0.
