Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
Mitch Smith led the pledge of allegiance.
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor McGee, Councilor Barnes and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED..motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Mitch Smith, Centralia High School, address the Council and introduced the Skills USA Team and noted that they have earned their way to the National Conference.
 
Joe Clark, Centralia, addressed the Council as the new Director of Twin Transit.  He spoke briefly on his background and his hopes for the future of Twin Transit.
 
Chris Chrzan, library, addressed the Council and spoke on library news and events.
 
Bob Mohrbacher & Jan Nontell, CDA, addressed the Council and spoke on the recent burglaries in the downtown, the Spring Cleaning event and flower baskets.
 
3. Presentations
 
a. Fox Restoration Project - Scott White and Jamie Kaiser
 
Mr. White & Mr. Kaiser updated the Council on the restoration progress at the Fox Theatre.
 
b. Lewis County Update - Commissioner Fund
 
Commissioner Fund addressed the Council and updated them on County issues.
 
4. Reports
 
Councilor Abbarno - reported he attended a meeting with local landlords, a scavenger hunt event at Centralia College and the Lewis County EDC Smart Tank.  He noted he would like some follow up related to the speed on First Street.
 
Councilor Luond - reported she attended the Cascade Health ribbon cutting and requested a list of roads that ate slated to be worked on this year out of the TBD funds.
 
Councilor Staebler - reported she attended the Cascade Health ribbon cutting and the CDA Board Retreat.
 
Councilor Barnes - had no report.
 
Councilor McGee - had no report.
 
Mayor Pro-Tem Vogt - reported he attended a Centralia Tragedy meeting and a ribbon cutting at the new marijuana facility on Johnson Road.
 
Mayor Coumbs - reported he attended a Southwest Washington Clean Air meeting and a Mayor and Commissioners meeting.  He added that the Spring Youth Fair will be the first weekend in May.
 
ML Norton - updated the Council on the Salzer Transmission Line.
 
Kim Ashmore & Andy Oein - updated the Council on the Water Pipe Bursting project.
 
Rob Hill - addressed the Council and noted that he is working on a citywide clean up in conjunction with the CDA clean up and noted that the Streetscape Bonds are out for sale and it closes tomorrow.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED..motion PASSED...7-0.
 
6. Consideration on first and final reading an Ordinance relating to Zoning, specifically Chapter 20.66, Special Uses, enacting an interim Zoning Ordinance relating to Residential Care Services, amending Centralia Municipal Code Chapter 20.66, Special Uses, adding and amending definitions, uses processed, uses permitted and amending definition of CMC 20.06.305 "Essential Public Facilities," setting a date for a public hearing and declaring an emergency
 
Community Development Director Emil Pierson addressed the Council and noted this ordinance  was the result of a staff review that took place after a Site Plan Review Committee pre-application meeting in March with Noble Healthcare LLC.  They are proposing a renovation of an old Assisted Living Facility to an Enhanced Service Facility.  After many questions and a review of the Zoning Code,  Staff determined that our definitions were outdated and did not reflect the current RCW's and WAC's.  
 
Zachary Wester, Noble Healthcare, addressed the Council and reviewed their proposal for a facility at 1215 S. Tower Ave.  He noted that he was in favor of this ordinance.
 
Candace Goehring & Kristin Byrne, Olympia, addressed the Council and spoke on the process that both the Aging and Long Term Support Administration and DSHS go through in licensing an Enhanced Services Facility.  
 
Council discussion followed regarding the individuals that may be housed in Enhanced Services Facility (ESF) and the safety at these types of facilities.
 
City Attorney Shannon Murphy-Olson noted that before the Council tonight was the above referenced ordinance, not the specifics of a proposed ESF in our community.  She added that if there were an application for an ESF it would be handed by the Site Plan Review Committee.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST AND FINAL READING AN ORDINANCE RELATING TO ZONING, SPECIFICALLY CHAPTER   20.66, SPECIAL USES, ENACTING AN INTERIM ZONING ORDINANCE RELATING TO RESIDENTIAL CARE SERVICES, AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 20.66, SPECIAL USES, ADDING AND AMENDING DEFINITIONS, USES PROCESSED, USES PERMITTED AND AMENDING DEFINITION OF 20.06.305 "ESSENTIAL PUBLIC FACILITIES," SETTING A DATE FOR A PUBLIC HEARING (May 14, 2019 CITY COUNCIL MEETING) AND DECLARING AN EMERGENCY...motion PASSED...7-0.
 
7. Consideration on second reading of an ordinance amending the 2019 Budget
 
Finance Director Bret Brodersen noted that due to the bond issue for 2019, two funds were created to account for the debt repayment and capital projects funded by the debt.  They are reflected in the second reading tonight. 
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2019 - 2020 BUDGET BY INCREASING THE APPROPRIATIONS IN CERTAIN FUNDS FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...7-0.
