Mayor Coumbs called the meeting to order at 7:01 pm.

Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: Councilor Barnes.
 
1. Approval of Agenda - As Presented
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA WITH THE ADDITION OF ITEM #9 EXECUTIVE SESSION TO DISCUSS POTENTIAL LITIGATION PURSUANT TO RCW 42.30.110(1)(II) EXPECTED TO LAST APPROXIMATELY 10 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
Bill Scholl, Centralia Lions Club, addressed the Council and spoke on the fishing derby at Borst Park.
 
Jan Nontell, CDA, addressed the Council and spoke on upcoming events.
 
Judy Bell, Friends of Seminary Hill, addressed the Council and spoke on upcoming events.
 
3. Presentations
 
a. Southwest Washington Fair - George Dodd
 
Mr. Dodd addressed the Council and spoke on the upcoming fair in August.
 
b. Flood Authority Update - Ron Averill
 
Col. Averill addressed the Council and updated them on the Flood Authority.
 
4. Reports
 
Councilor Luond - had no report. 
 
Councilor Abbarno - reported he attended the EDC Luncheon, Inclusion Luncheon, and a Centralia College Foundation meeting.
 
Councilor Staebler - reported she attended Timberland Library Community Conversation and noted she would like information on how the City decides which roads get fixed with the TBD monies. 
 
Councilor McGee - had no report.
 
Mayor Pro-Tem Vogt - reported he attended a Centralia Tragedy Committee meeting.
 
Mayor Coumbs - reported he has been working on the Spring Youth Fair.
 
Kim Ashmore and Andy Oein - updated the Council on the W/WW Revenue Sufficiency Analysis, the Transformation Benefit Fund and the Citywide Clean up event.
 
Rob Hill - updated the Council on the Greenwood Cemetery.
 
5. Consent Agenda
a. Voucher Approval for April 23, 2019 #220843-221027 $2,245,511.45

c. Consideration of meeting minutes for March 26, 2019

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED..motion PASSED...6-0.
 
6. Consideration of Mayor's appointments of Mark Dulin to the Parks & Recreation Board and Jackie Franks Jr to the Planning Commission
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE MAYOR'S APPOINTMENTS OF MARC DULIN TO THE PARKS AND RECREATION BOARD AND JACKIE FRANKS JR TO THE PLANNING COMMISSION...motion PASSED...6-0.
 
7. Consideration of a permanent location for the Discovery Trail trailhead
 
Mr. Ashmore addressed the Council and reviewed the proposed location of the Discovery Trail trailhead to the Wastewater Treatment Plant parking area where there are restrooms and security cameras.  Brief discussion with Council followed.
 
Jan Robinson, Chehalis River Basin, addressed the Council and thanked the Council and staff for all of their work with them on the trail.
Teresa Linwood, Centralia, addressed the Council and spoke against the proposal to move the trailhead and noted that she does not want it accessed off Goodrich Road.
 
Stacey Keach, Centralia, addressed the Council and spoke against the proposal to move the trailhead and noted that she does not want it accessed off Goodrich Road.
 
In response to Councilor Abbarno's question as to the alternate trailhead possibility, Mr. Ashmore stated that they estimated it would cost approximately $90,000 to bring that area up to the standard of use. Discussion followed.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ACCEPT THE RECOMMENDATION OF CITY STAFF TO APPROVE THE NEW PARKING AREA FOR THE DISCOVERY TRAIL TRAILHEAD  NEXT TO THE WASTEWATER TREATMENT PLANT WHICH WILL PROVIDE ADDITIONAL LIGHTING, SECURITY CAMERAS AND THE NEW BATHROOMS ...motion PASSED...6-0.
 
8. Consideration on first reading of an ordinance establishing a Restrictive Reserve Account in support of non-federal wholesale power purchase obligations under an agreement between Centralia Light department and Northwest Intergovernmental Energy Supply
 
Finance Director Bret Brodersen addressed the Council and reviewed the proposed ordinance for a Restrictive Reserve Account in  the City Light Fund.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE ESTABLISHING A RESTRICTIVE RESERVE ACCOUNT IN SUPPORT OF NON-FEDERAL WHOLESALE POWER PURCHASE OBLIGATIONS UNDER AN AGREEMENT BETWEEN THE CENTRALIA CITY LIGHT DEPARTMENT AND NORTHWEST INTERGOVERNMENTAL ENERGY SUPPLY...motion PASSED...6-0.
 
9. Executive Session to discuss Potential Litigation pursuant to RCW 42.30.110(1)(ii), expected to last approximately 10 minutes with nothing to report after

Mayor Coumbs called the Executive Session to order at 9:15 pm and City Attorney Shannon Murphy-Olson was present.  The Executive Session was adjourned at 9:25 pm with nothing to report.
