Mayor Coumbs called the meeting to order at 7:02 pm.
 
Pledge of Allegiance 
 
Brian Mittge led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA WITH THE AMENDMENT OF ADDING #10 EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW42.30.110(1)(B)...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Peter Lahmann, Centralia, addressed the Council and spoke on the Pioneer Pie Social and the Armistice Day Display.
 
Ed Petersen, Centralia School District, addressed the Council and gave an update on the new schools.
 
Sharon Beckman, Centralia, addressed the Council and noted her concerns to the fireworks this year.
 
Dawn Oryszak, Centralia, addressed the Council and noted her concerns to the fireworks this year.
 
Deanna Morris, Centralia, addressed the Council and noted her concerns to the fireworks this year.
 
Nic Denman, Centralia, addressed the Council and noted his concern with the condition of a house a few doors down from him.  
 
Chris Reese, Centralia, addressed the Council and spoke on housing and bicycle safety.
 
Alexis Hardy, Centralia Timberland Library, addressed the Council and gave an update on library events and programs.
 
Lisa Striedinger, Centralia, addressed the Council and spoke on HB 1406 related to housing funding.
 
Steve Kopa, Centralia, addressed the Council and gave an update on litter pick up and noted he would like to organize a car cruise in August.

Councilor Abbarno - reported he attended Summerfest.
 
Councilor Luond - had no report.
 
Councilor Staebler - reported she attended Summerfest and noted her concern with the fireworks.
 
Councilor Barnes - reported she attended Summerfest.
 
Councilor McGee - reported he attended the Association of Washington Cities Conference.
 
Mayor Pro-Tem Vogt - reported he attended the Armistice Day Tragedy display and Summerfest.  He noted his concern with fireworks.
 
Mayor Coumbs - reported he attended the Association of Washington Cities Conference and Summerfest.
 
Emil Pierson - updated the Council on Washington Park.
 
Kim Ashmore - updated the Council on streets.

5. Consent Agenda

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
6. Consideration of a resolution adopting Capital Asset policy
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION ADOPTING THE CAPITAL ASSET POLICIES...motion PASSED...7-0.
 
7. Consideration on first reading of an ordinance approving the second budget amendment for 2019
 
Finance Director Bret Brodersen reviewed the proposed amendments.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE AMENDING THE 2019-2020 BUDGET FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...7-0.
 8. Consideration on first reading of an ordinance to place before the public at the November 5, 2019 general election a ballot measure to fund the refurbishment of the Veteran's Memorial Pool and the building of a new pool house to be funded from general obligation bonds payable from ad valorem taxes  levied against property taxes, in an amount not to exceed $2,600,000
 
Bill Ralph, Brian Dow and Joyce Hoerling, members of the Stop and Swim Group, addressed the Council and requested that the pool not be placed on the ballot.  Discussion followed pertaining to the assessment of the pool and the cost figures.
 
COUNCILOR BARNS MOVED, SECONDED BY COUNCILOR LUOND, TO REMOVE ITEMS #8 AND #9 FROM THE AGENDA AND NOT MOVE FORWARD WITH THE BALLOT PLACEMENT MEASURE...motion PASSED...4-3 (Mayor Coumbs, Councilor McGee and Councilor Abbarno) 
 
9. Consideration on first reading of an ordinance to place before the pubic at the November 5, 2019 general election, a ballot measure to fund the operation and maintenance of the Veteran's Memorial Pool authorizing the City to levy regular property taxes in excess of the limitations set forth in RCW 84.55. (Levy Lid Lift)
 
This item was deleted from the agenda by way of a motion made under item #8.
 
10. Executive Session to discuss Real Estate pursuant to RCW 42.30.100(1)(b) expected to last approximately 20 minutes with nothing to report after
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE,  TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(b), EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 9:10 pm and was adjourned at 9:30 pm with nothing to report.
