Mayor Coumbs called the meeting to order at 7:00 pm.
 
Pledge of Allegiance 
 
Councilor Mcgee led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor McGee and Councilor Luond.
 
Absent: Councilor Abbarno.
 
1. Approval of Agenda - As Presented
 
COUNCILOR LUOND MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
Edna Fund, Centralia, addressed the Council and spoke on the Regina Clark Memorial Bridge Dedication.
 
Joe Calkins, T. Pibel & Barbara Peck, Centralia, addressed the Council and voiced their concerns with a house in their neighborhood.
 
Leah Daarud, Centralia, addressed the Council and spoke in favor of the outdoor pool being restored and open.
 
3. Reports
 
Councilor Luond - had no report.
 
Councilor Staebler - reported she attended a Twin Transit meeting, spoke on speeding on Tower Avenue and gave an update on her building.
 
Councilor Barnes - reported she attended Music in the Park and a fundraiser at the Senior Center.
 
Councilor McGee - had no report.
 
Mayor Pro-Tem Vogt - reported he attended the LC Historical Society Pie Social.
 
Mayor Coumbs - reported he attended an ALTRUSA Convention in Reno.
 
Chief Nielsen - reported on National Night Out.
 
Rob Hill, Chief Nielsen and Shannon Murphy-Olson - reported on fireworks options. A Workshop will be set soon.
 
Kim Ashmore - reported on the Borst Ave Project.
 
4. Presentations
a. Flood Authority Update - Ron Averill
 
Col. Averill updated the Council on Flood Authority issues.  Kim Ashmore updated them on  Phase 2 of the China Creek Project.
 
5. Consent Agenda
a. Voucher Approval for July 23, 2019-222082, 222105-222282 $1,244,238.23
b. Payroll Approval for July 19, 2019 #135792-135798 and direct deposits                    #39020-39113 $136,715.00                
c. Consideration of meeting minutes for July 9, 2019
d. Consideration of a ground lease with LQ-Centralia and King Solomon's Mine, LLC for storm water retention ponds
e. Consideration of an amendment to the Historic Cemetery Preservation Grant Agreement $35,555.00
f. Consideration of a small works bid award-Mellen Street Fencing Repairs $3,797.22
g. Consideration of a small works bid award-Police Department Electrical and HVAC Modifications $5,000

6. Consideration of Mayor's appointment of Rebecca Demaris to the Parks Board as the Student Representative
 
COUNCILOR MCGEE MOVED, SECONDED BY COUNCILOR STAEBLER, TO APPROVE THE MAYORS APPOINTMENT OF REBECCA DEMARIS TO THE PARKS BOARD AS THE STUDENT REPRESENTATIVE...motion PASSED...6-0.
 
 
 
 
7. Consideration on second reading of an ordinance approving the second budget amendment for 2019/2020
 
Finance Director Bret Brodersen reviewed the changes to the proposed amendments. Discussion followed regarding the LEOFF 1 reserve.
 
COUNCILOR MCGEE MOVED, SECONDED BY COUNCILOR MAYOR PRO-TEM VOGT, TO MOVE THE CONSTRUCTION SALES TAX ABOVE BUDGET INTO THE LEOFF 1 RESERVE ...motion PASSED...6-0.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE AMENDING THE 2019-2020 BUDGET FROM WHAT WAS ANTICIPATED AT THE TIME SAID BUDGET WAS ADOPTED...motion PASSED...6-0.
