Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
Chief Nielsen led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Holly Abbarno, Centralia, addressed the Council and spoke on the school supply drive and thanked City staff for their donation of 650 pounds of school supplies.
 
Joyce Hoerling, Centralia, addressed the Council and requested that parking lots and sidewalks be cleaned up. 
 
Holly Phelps, Centralia Downtown Festivals Association, updated the council on the Antique Festival.
 
Susian Faubion, library, addressed the Council and spoke on library events and programs.
 
Ed Petersen, Centralia School District, addressed the Council and updated them on the School construction and the Borst Avenue Project.  He noted that the Grand Opening would be August 24th at Jefferson Lincoln at 10:30 am and Fords Prairie ant 1:00 pm.
 
Peter Lahmann, Centralia, addressed the Council and spoke on a community picnic at Washington Park from 11:00 am - 4:00 pm on Labor Day.
 
3. Reports
 
Councilor Luond - had no report.
 
Councilor Abbarno - thanked City staff for their donation to the school supply drive.  He reported he attended the Founders Day 5k, SPARK Camp through Reliable Enterprises, Power of the Purse, National Night Out and the Grand Opening of the fair.
 
Councilor Staebler - reported she attended a CDA Board meeting and spoke on streets and sidewalks.  She added that Music in the Park was this coming Saturday night.
 
Councilor McGee - reported the Young Professionals meeting would be Thursday from 5:00-7:00 pm at the Branch.
 
Councilor Barnes - reported she attended the fair, National Night Out and a Hawaiian Shirt fundraiser for the pool.
 
Mayor Pro-Tem Vogt - reported he attended National Night Out and the Antique Fest.  He added that Hayden Bartell had just been announces as the new Little Miss Friendly..
 
Mayor Coumbs - reported he attended the fair, visited the Sports Hub and his granddaughters's wedding.
 
Kim Ashmore & Andy Oien - updated the Council on Water Use Goal Setting and Conservation with regards to the public hearing on tonight's agenda.
 
Shannon Murphy-Olson - updated the Council on Code Enforcement.
 
Bret Brodersen - updated the Council on Lodging Tax.
 
Rob Hill - addressed the Council and updated them on the Stihl NW project at the Port related to the Design and Standards Guidelines.

Presenters were unable to attend tonight and will be rescheduled to a later date.
 
5. Consent Agenda
a. Voucher Approval for August 9, 2019 #222320, 222337-222541 $898,940.35
b. Payroll Approval for August 5, 2019 #135799-135885 and direct deposits  #39114-39280 $1,512,142.72                
c. Consideration of Consultant Services Agreement with Utility Service Associates for performing a leak detection survey of the water distribution system $33,487.00
d. Consideration of purchase of TopView Software to replace existing problematic SCADA alarm software $5,403.24
e. Consideration of small works bid award to Lakeside Industries for the 2019 TBF Asphalt Patch Program $109,660.00
f. Consideration of Amendment #5 to the Consultant Services Agreement with CH2M/Jacobs for the WWTP Server Operating System Upgrade to extend the completion date to Dec 31, 2019  $0.00
g. Consideration of Amendment #5 to the Consultant Services Agreement with CH2M/Jacobs for the General Sewer/Facility Plan to extend the completion date to March 30, 2020  $0.00
h. Consideration of ratification of Professional Services Agreement with WESCO for the programming of Siemens programmable-logic controllers for the variable-frequency drives in the new Fish Screen Motor-Control Center Project $12,000.00
I. Consideration of final acceptance of the small works Line Clearance Tree Trimming Project with Kemp West Inc. $172,650.00
j. Consideration of small works bid award to Express Iron Works for chain link security fencing repairs at the Yelm Hydroelectric Project and McKenna Park $2,326.30
k. Consideration of Grant with Department of Commerce for the Greenwood Cemetery Restoration Project
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...7-0.
 
6. Public Hearing relating to water use efficiency goal setting
 
Mayor Coumbs opened the public hearing at 8:02 pm.
 
There being no public comment,
 
Mayor Coumbs closed the public hearing at 8:03 pm.
 
7. Consideration of approval of the Alexander on the River Residential Planned Unit Development (PUD)
 
Community Development Director Emil Pierson addressed the Council and reviewed the proposal.  He added that it had already been to the Planning Commission and Site Plan Review and they recommend approval with stipulations.   The applicant, Dale Kerlin spoke to the project and discussion followed regarding improvements to the road.
 
Judy Bell and Gail Gibbard, Centralia, addressed the Council and noted their concern with additional traffic and the condition of the road and the lack of sidewalks for pedestrians.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE ALEXANDER ON THE RIVER SENIOR HOUSING PLANNED UNIT DEVELOPMENT PROJECT WITH 44 UNITS SUBJECT TO THE FINDINGS OF FACT AND THE 12 CONDITIONS FROM THE SITE PLAN REVIEW COMMITTEE...motion PASSED...6-1 (Councilor Staebler).
 
8. Consideration of a Resolution to adopt the Findings of Fact for the Public Hearings held on Ordinances 2428 and 2431, regarding CMC 20.66, Special Uses
 
City Attorney Shannon Murphy Olson addressed the Council and stated that As a condition of adopting Interim Zoning regulations the City is required to adopt Findings of Fact regarding the public hearings.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION ADOPTING THE FINDINGS OF FACT FOR ORDINANCE 2428 AND ORDINANCE 2431, AN INTERIM ZONING ORDINANCE OF THE CITY OF CENTRALIA, WASHINGTON ADOPTING INTERIM ZONING RELATING TO RESIDENTIAL CARE SERVICES, AMENDING CENTRALIA MUNICIPAL CODE CHAPTER 20.66, SPECIAL USES AND AMENDING USES PERMITTED...motion PASSED...7-0.
