Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
J. Vander Stoep led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor McGee and Councilor Luond.
 
Absent: Councilor Abbarno.
 
1. Approval of Agenda - As Presented
 
COUNCILOR STAEBLER MOVED, SECONDED BY COUNCILOR LUOND, TO APPROVE THE AGENDA WITH THE ADDITION OF REAL ESTATE PURSUANT TO RCW 42.30.110(1)  UNDER ITEM #7 AND REMOVING ITEM 5D FROM THE CONSENT AGENDA...motion PASSED...6-0.
 
2. Comments by the Public on Non Agenda Items
 
Teri Zambon, CDA, addressed the Council and gave a quarterly update.
 
Peter Lahmann, Centralia, addressed the Council and noted that the Regina Clark Bridge Naming ceremony was scheduled for September 14, 2019 at Schaefer Park at noon.
 
Ray Gleason, Olympia, addressed the Council and spoke on dangerous trees in Borst Park.
 
Muriel Wheatley, Centralia, addressed the Council and spoke on Storytimes at the library.
 
Judy Bell, Centralia, spoke on Alexander Street and events at the Seminary Hill Natural Area.
 
3. Presentations
a. Chehalis Basin Update - J. Vander Stoep
 
Mr. Vander Stoep and Col. Ron Averill addressed the Council and updated them on the Chehalis Basin.
 
Community Development Director Emil Pierson reported on flood Insurance, CRS Program, causes of flooding in Centralia, home elevation, elevation certificates, Flood Management Plan and how to find out about additional flood information.
 
4. Reports
 
Councilor Luond - requested a report on the Spray Park pad replacement.
 
Councilor Staebler - thanked the CDA for their report.  She added she would like to see all LTAC recipients report quarterly.
 
Councilor McGee - had no report.
 
Councilor Barnes - reported she attended the Labor Day event at Washington Park.
 
Mayor Pro-Tem Vogt - spoke on an upcoming event at the Lewis County Historic Museum on UFO's.
 
Mayor Coumbs - reported he attended Music in the Park and the Labor Day event at Washington Park.
 
Rob Hill - noted that a spray park presentation would be coming soon.
 
5. Consent Agenda
a. Voucher Approval for September 10, 2019 #222745, 222774-222921  $442,017.02
b. Payroll Approval for September 5, 2019 #135899-135980 and direct deposits #39372-39539 $1,468,335.55              
c. Consideration of meeting minutes for Aug 27, 2019
d. Consideration of a bid award-Compost Yard Tensioned Fabric Structure $160,083.11   This item was removed.
 
MAYOR PRO-TEM VOGT  MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS PRESENTED...motion PASSED...6-0.
 
6. Consideration of the Mayor's appointment of Jan Nontell, Jessica Thayer, Sam Patel and Todd Chaput to the Lodging Tax Advisory Committee
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE MAYORS APPOINTMENTS OF JAN NONTELL, JESSICA THAYER, SAM PATEL AND TODD CHAPUT TO THE LODGING TAX ADVISORY COMMITTEE...motion PASSED...6-0.
 
7. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b) & (c).  Expected to last approximately 20 minutes with nothing to report after.
 
COUNCILOR STAEBLER MOVED, SECONDED BY COUNCILOR MCGEE , TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B) & (C) .  EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...6-0.
 
The Executive Session was called to order at 8:30 pm.  The Executive Session was adjourned at 8:50 pm with nothing to report.

Mayor Coumbs adjourned the meeting at 8:50 pm.
