Mayor Coumbs called the meeting to order at 7:03 pm.
 
Pledge of Allegiance 
 
Mayor Pro-Tem Vogt led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA WITH THE DELETION OF ITEM 4D FROM THE CONSENT AGENDA...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Mary Dawn, Centralia, addressed the Council and spoke on public safety at Borst Park.
 
Edna Fund, Centralia, addressed the Council and reminded everyone to use their free disposal voucher as they expire at the end of the month.
 
3. Reports
 
Councilor Luond - reported she has been working with the Lodging Tax Advisory Committee.
 
Councilor Abbarno - reported he attended the Centralia College Foundation Scholarship night, Music in the Park, LCEDC Board meeting, Caldwell Banker ribbon cutting, First Responders event and the Seminary Hill Clean-up event.
 
Councilor Staebler - reported she attended a Twin Transit meeting.
 
Councilor McGee - had no report.
 
Councilor Barnes - reported she attended the Regina Clark Bridge dedication, Music in the Park and thanked the County for the voucher for the free dump day.
 
 
Mayor Pro-Tem Vogt - reported he attended the Lewis County Historical Society meeting and noted that Windermere raised $50,000 through their fundraiser for homelessness and under privledged kids in Lewis County.
 
Mayor Coumbs - reported he attended the Regina Clark Bridge dedication, Solid Waste Committee and Southwest Washington Clean Air meeting.  He thanked Mayor Pro-Tem Vogt for attending the Super Hero Day for Noah Markstrom at Fords Prairie School in his absence.
 
Chief Nielsen & Officer Ramirez - updated the Council on the process and trip they took out of the Country to select and acquire the new K-9 for Centralia.
 
Rob Hill - updated the Council on the upcoming Open House for the Streetscape Project.
 
4. Consent Agenda
a. Voucher Approval for September 24, 2019 # 222931, 222953 - 223125  $1,867,444.67
b. Payroll Approval for September 20, 2019 #135981-135986 and direct 
deposits #39540-39633 $135,335.00             
c. Consideration of meeting minutes for September 10, 2019
d. Consideration to purchase a 2020 Chevrolet Silverado $38,182.82
e. Consideration to accept a Municipal Stormwater Capacity Grant 
$95,000
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS AMENDED...motion PASSED...7-0.
 
5. Consideration of small works bid award-Emergency Tree Removal at Borst 
Park $3,116.16
 
Community Development Director Emil Pierson addressed the Council and reviewed the need for removal of the remainder of a tree cluster of which a portion of it fell over the weekend.  
 
Ray Gleason, Olympia, addressed the Council and spoke on the need for a risk assessment at Borst Park.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A SMALL WORKS BID AWARD TO TON'S TREE SERVICE LLC IN THE AMOUNT OF $3,116.16 FOR EMERGENCY TREE REMOVAL AT BORST PARK...motion PASSED...7-0.
 
6. Consideration on first reading of an ordinance accepting and approving the 
Lewis County Southwest Fairgrounds Annexation
 
Mr. Pierson reviewed the annexation ordinance with the Council and  and noted that the two conditions previously discussed, placement of the office inside the city boundaries and the Sheriff's Office continue to be the public safety organization during the fair dates, will be added for second reading.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON FIRST READING AN ORDINANCE ACCEPTING AND APPROVING THE LEWIS COUNTY SOUTHWEST WASHINGTON FAIRGROUNDS ANNEXATION...motion PASSED...7-0.
 
7. Executive Session to discuss Real Estate pursuant to RCW 42.30.110(1)(b) & (c).  Expected to last approximately 20 minutes with nothing to report after.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B) & (C) .  EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 8:25 pm.  The Executive Session was adjourned at 8:45 pm with nothing to report.

Mayor Coumbs adjourned the meeting at 8:45 pm.
