Mayor Coumbs called the meeting to order at 7:00 pm.

Councilor McGee  led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE AGENDA AS PRESENTED...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Chris Reese, Centralia, addressed the Council and spoke on public safety and traffic issues in his neighborhood.  He added that he would like to see Washington Lawn Cemetery fenced.
 
Peter Lahmann, Centralia, addressed the Council and spoke on upcoming events sponsored by the Lewis County Historical Museum.
 
Marc Guichard & Joc Davis, Centralia, addressed the Council and spoke on a plaque for the new Peace Pole at Washington Park.
 
Linda Conroy, Centralia, addressed the Council and spoke on upcoming events at the Centralia Timberland Library.
 
Brooklynn Lowe, Centralia, addressed the Council and spoke on her concern with Reliable Enterprise locating a new low income housing development not only in the Fords Prairie area but anywhere in Centralia.
 
Col Ron Averill, Centralia, addressed the Council and spoke on upcoming events sponsored by the Lewis County Senior Center.
 
3. Presentations
a. Lewis County Update - Commissioner Fund
 
Commissioner Fund updated the Council on Lewis County issues.
 
4. Reports
 
Councilor Luond - reported that the Lodging Tax Advisory Committee presentations were set for October 28, 2019.
 
Councilor Abbarno - reported he attended he attended the Streetscape Open House and spoke on low income housing and poverty as it related to education and how to address it.
 
Councilor Staebler - reported she attended the Streetscape Open House, the Twin Transit Community Engagement Session and Girls Night Out.
 
Councilor McGee - reported that the Young Professionals would be meeting October 9, 2019 at the Station from 5:00 - 7:00 pm.
 
Councilor Barnes - reported she attended a Finance Committee meeting, End of the Oregon Trail event, Artrails and the Streetscape Open House.
 
Mayor Pro-Tem Vogt - spoke on pedestrian traffic and the China Creek project.  He noted that he attended a meeting with the Association of Washington Businesses at Churchill Glove and a Centralia Tragedy meeting.
 
Mayor Coumbs - reported he attended the dedication of the Diversity Plaque at the College, the End of the Oregon Trail event, Southwest Washington Air Control, Southwest Clean Air, Mayor's meeting and judged Fire Prevention posters.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA AS AMENDED...motion PASSED...7-0.
 
6. Consideration on first reading of an ordinance amending Chapter 5.98 "Fireworks" - specifically CMC 5.98.030 sale, unlawful use; CMC 5.98.040 dates of sale and adding CMC 5.98.045 dates of discharge
 
City Attorney Shannon Murphy Olson reviewed the ordinance with the Council and audience.  It was the consensus of the Council to shorten the end time by an hour to keep it in line with State law.  These dates and times will be reflected in the ordinance for second reading: Sale of Fireworks: July 1, July 2, July 3 , July 4 and December 31 - noon until 11:00 pm .  Discharge of Fireworks: July 1, July 2 and July 3 - noon until 11:00 pm, July 4 - noon until midnight and December 31 6:00 pm until 1:00 am on January 1.  Council discussion followed.
 
Sharon Beckman, Centralia, addressed the Council and spoke in favor of a total ban of fireworks.
 
Deanna Morris, Centralia, addressed the Council and spoke in favor of a total ban of fireworks.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, MOVED TO APPROVE AS AMENDED ON FIRST READING AN ORDINANCE AMENDING CHAPTER 5.98 FIREWORKS SPECIFICALLY CMC 5.98.030 SALE, UNLAWFUL USE; CMC 5.98.040 DATES OF SALE AND ADDING CMC 5.98.030 DATES OF DISCHARGE AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...
 
Ms. Murphy-Olson verified the times and dates as listed above with the Council and they agreed that was their intent for the amendment for second reading.  Brief discussion followed pertaining to public input and enforcement.
 
Mayor Coumbs called for a vote on the morion...motion PASSED...7-0.
 
7. Consideration on second reading of an ordinance accepting and approving the 
Lewis County Southwest Fairgrounds Annexation
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE ON SECOND READING AN ORDINANCE ACCEPTING AND APPROVING THE LEWIS COUNTY SOUTHWEST WASHINGTON FAIRGROUNDS ANNEXATION...motion PASSED...7-0.
 
8. Executive Session to discuss real estate pursuant to RCW 42.30.110(1) (b)(c) and 
litigation RCW 42.30.110(1) (I). Expected to last approximately 30 minutes with action to follow
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B) & (C) .  EXPECTED TO LAST APPROXIMATELY 20 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 8:35pm.  The Executive Session recessed at 8:55 pm after only discussing one of the items and the Council moved back into the Council Chambers for action.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH HORNER FAMILY LIMITED PARTNERSHIP BETWEEN THEM AND THE CITY OF CENTRALIA TO PAY ANY OUTSTANDING SEWER UTILITY REIMBURSEMENT CONTRACTS AND THE INTEREST...motion PASSED...7-0.
 
COUNCILOR ABBARNO MOVED TO ADJOURN BACK TO EXECUTIVE SESSION FOR A PERIOD OF 15 MORE MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 9:10 pm and adjourned at 9:25 pm with no further action taken.

Mayor Coumbs adjourned the meeting at 9:25 pm.
