Mayor Coumbs called the meeting to order at 7:01 pm.
 
Pledge of Allegiance 
 
   Mayor Pro-Tem Vogt led the pledge of allegiance. 
 
Attendance
 
Present: Mayor Coumbs, Mayor Pro-Tem Vogt, Councilor Staebler, Councilor Barnes, Councilor Abbarno, Councilor McGee and Councilor Luond.
 
Absent: None.
 
1. Approval of Agenda - As Presented
 
MAYOR PRO-TEM VOGT  MOVED, SECONDED BY COUNCILOR BARNES, TO APPROVE THE AGENDA WITH THE AMENDMENT OF PULLING ITEM #7 TO BE TAKEN UP AT A LATER DATE...motion PASSED...7-0.
 
2. Comments by the Public on Non Agenda Items
 
Centralia Middle School Leadership, Centralia, addressed the Council and spoke on volunteering and Community Outreach.
 
Mary Garrison, Winlock, addressed the Council and spoke on a proposed Monument at Washington Park.
 
Peter Lahmann, Centralia, addressed the Council and spoke on upcoming Historical Society events.
 
Edna Fund, Centralia, addressed the Council and spoke on Breast Cancer Awareness Month, history and the levees.
 
3. Proclamations
a. Arbor Day in Centralia
 
Councilor Staebler read the proclamation into the record and Emil Pierson accepted it on behalf of the City.
 
4. Reports
 
Councilor Luond - reported she attended a Senior Center fundraiser and noted that the LTAC presentations would be held on October 28th.
 
Councilor Abbarno - reported he attended a Senior Center fundraiser, the Olympia Master Builders, Candidate Forum , Model Train Show, K-9 fundraiser and noted that the College Foundation Gala will be on November 7th.  
 
Councilor Staebler - reported she attended the Candidate Forum, Twin Transit and spoke on the South Puget Sound Grant Committee meeting.
 
Councilor McGee - had no report.
 
Councilor Barnes - reported she attended the Candidate Forum and the Fox Theatre update meeting.
 
Mayor Pro-Tem Vogt - reported he attended the LC Historical Society meeting, a ribbon cutting, fundraisers, Entrance Audit and the Candidate Forum.
 
Mayor Coumbs - reported he attended the K-9 fundraiser, Senior Center fundraiser, Fox Theatre meeting, Borst Park Lights meeting and a show at the Evergreen Playhouse.
 
Rob Hill - gave kudos to Twin Transit with all that they are accomplishing.

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE THE CONSENT AGENDA WITH THE CONTRACT DATE CHANGES IN ITEM 5i TO REFLECT THE COMPLETION DATE OF MAY 22, 2020...motion PASSED...7-0.
 
6. Consideration of change order #1 (-$130,699.17) and final acceptance-China Creek Floodwater Storage and Fish Habitat Phase 1 $2,050,326.82
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE CHANGE ORDER #1 AND FINAL ACCEPTANCE FOR THE CHINA CREEK FLOODWATER STORAGE AND FISH HABITAT PHASE 1 PROJECT...motion PASSED...7-0.
 
7. Consideration of bid award - Salzer Substation Construction $2,327,187.30

8. Consideration of a resolution declaring certain personal property to be surplus
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO APPROVE A RESOLUTION DECLARING CERTAIN PERSONAL PROPERTY SURPLUS AND AUTHORIZE AND DIRECT STAFF TO DISPOSE OF SAID PROPERTY FOR THE HIGHEST AND BEST PRICE...motion PASSED...7-0.
 
9. Consideration on first reading of an ordinance amending Chapter 5.98 "Fireworks" - specifically CMC 5.98.030 sale, unlawful use; CMC 5.98.040 dates of sale and adding CMC 5.98.045 dates of discharge
 
City Attorney Shannon Murphy-Olson addressed the Council and stated that this ordinance was on for second reading .  She added that the requested changes from first reading were made to the ordinance.
 
Deanna Morris, Centralia, addressed the Council and spoke against fireworks and noted she would like to see them banned.
 
John VerValen, Centralia, addressed the Council and spoke on the enforcement of fireworks and noted that he would like to see fireworks put out for a vote of the people to decide.
 
Peter Lahmann, Centralia, addressed the Council ans spoke in favor of keeping fireworks.
 
COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, MOVED TO APPROVE AS AMENDED ON FIRST READING AN ORDINANCE AMENDING CHAPTER 5.98 FIREWORKS SPECIFICALLY CMC 5.98.030 SALE, UNLAWFUL USE; CMC 5.98.040 DATES OF SALE AND ADDING CMC 5.98.030 DATES OF DISCHARGE AND REPEALING THOSE SECTIONS IN CONFLICT HEREWITH...
 
Discussion followed pertaining to putting the item up to a vote of the people and banning fireworks all together.
 
MAYOR PRO-TEM VOGT MOVED, SECONDED BY COUNCILOR BARNES, TO AMEND THE MOTION TO CHANGE THE DISCHARGE OF FIREWORKS TO THE SAME PROPOSED HOURS  BUT ON JULY 4th AND DECEMBER 31ST ONLY, LEAVING THE SALES AS PROPOSED...
 
John Grant, Centralia, addressed the Council and noted that out of town visitors do not want to be in Centralia due to fireworks.  He would like to see a total ban, however, the amendment as proposed is much better.
 
Tori Graf, Centralia, addressed the Council and stated she was for a total ban in fireworks.
 
COUNCILOR STAEBLER MOVED TO AMEND THE MOTION TO A TOTAL BAN OF SALES AND DISCHARGE OF FIREWORKS...motion DIED for a lack of second.
 
Mayor Coumbs called for a vote on the amendment...motion PASSED...4-3 (Councilor Luond, Councilor Abbarno and Councilor McGee).

8. Executive Session to discuss real estate pursuant to RCW 42.30.110(1) (b) and

COUNCILOR ABBARNO MOVED, SECONDED BY COUNCILOR MCGEE, TO ADJOURN INTO EXECUTIVE SESSION TO DISCUSS REAL ESTATE PURSUANT TO RCW 42.30.110(1)(B) AND LEGAL ISSUES PURSUANT TO RCW 42.30.110(1)(i)(iii),  EXPECTED TO LAST APPROXIMATELY 30 MINUTES WITH NOTHING TO REPORT AFTER...motion PASSED...7-0.
 
The Executive Session was called to order at 8:35 pm and adjourned at 9:05 pm with nothing to report after.
